About The Organization


The Dallaire Institute for Children, Peace and Security (Dallaire Institute) was established in 2007 by retired Lieutenant-General the Honourable Roméo Dallaire, former Force Commander of the United Nations Assistance Mission for Rwanda ( UNAMIR ). Our mission is to develop new strategies and tactics to progressively end the recruitment and use of children as soldiers worldwide.


Job Summary


Reporting to, and under the direction of the Director of Operations, the Human Resources Advisor will play an integral role in supporting the successful execution and delivery of key HR and Operations functions at the Dallaire Institute. The Human Resources Advisor will be responsible for all areas of human resources management such as recruitment, staffing, leave management, contract administration, records management, supporting HR system technology ( HRIS ) and job performance.


Key Responsibilities


  • Promote a safe and secure work environment in line with the organization’s core values including the Dallaire Institute’s Workplace Principles. Foster strong communication between teams within the organization.
  • Ensure effective policies and procedures are in place, investigate employee complaints, facilitate conflict resolution and generally manage employee relations, consulting with Dalhousie Human Resources, as required.
  • Guide staff and leadership on the use of The Institute’s performance management system & assist staff in identifying appropriate professional development opportunities.
  • Prepare and manage all employee and consultant contracts; coordinate with the Finance Manager to ensure updated payroll forms are submitted to Dalhousie Payroll.
  • Manage all staffing activities from position design, full recruitment process, onboarding and offboarding.
  • Research and use knowledge of relevant legislation and best practices to advise, develop, modify or update HR policies, programs and procedures and the employee handbooks.


Note


The successful applicant will be eligible for hybrid work (combination of in-person work on campus and remote work) as agreed by all parties based on operational requirements and university guidelines.


Required Qualifications


  • Diploma in Human Resources, Business Administration or relevant field with a minimum of 5 years of related human resources and HRIS software experience.
  • Demonstrated discretion, sensitivity, confidentiality, tact and diplomacy.
  • Interest in global and/or humanitarian affairs.
  • Demonstrated understanding of cross-cultural contexts and respect for diversity within multicultural, multilingual, and multidisciplinary teams.
  • Excellent organizational and multitasking skills, with the ability to work within tight deadlines with multiple competing priorities.
  • Proactive with the ability to anticipate and respond to the needs of the organization.
  • Ability to work well both independently and in a team environment.
  • Strong written and verbal communication skills, and be proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint.


Assets


  • CPHR designation or working towards obtaining the same.
  • Bilingualism in French or other languages.
  • Experience within a non-profit, academic, political and/or government institution.
