Job Description

Cambridge Memorial Hospital (CMH) is a thriving community hospital that proudly provides acute care services including: Emergency, Surgery, Medicine, Women’s and Children’s Health, Intensive Care, Mental Health and Inpatient Rehabilitation to the residents of Cambridge, the township of North Dumfries and the Region of Waterloo.


The Human Resources Manager acts as a leader, resource, and mentor to a team of HR professionals by way of providing strategic and day-to-day leadership to achieve strategic and operational goals. The Manager will be a seasoned innovative leader with demonstrated experience working in a complex multi-unionized environment. They will possess a thorough understanding of the importance of strategic and collaborative HR practices and partnerships and understands that service excellence is delivered by employees and volunteers who are both engaged and empowered.


They bring to this role a broad, generalist background, with experience in employee & labour relations, recruitment, onboarding, and compensation and benefits, with a passion for growing, developing and leading teams.

This role reports to the Director, Human Resources.


Responsibilities include


  • Develops and reviews hospital wide HR practices, policies and guidelines ensuring they are relevant, updated and develops strategies for improvement
  • Provides leadership to the HR Advisor on Employee/Labour relations matters; performance management, attendance support, workforce planning, dispute resolution, grievance management, mediation collective bargaining and litigation matters.
  • Contributes to the development of a high performing HR team while ensuring service delivery aligns with best HR practices
  • Collaborates in budget preparation and implementation of financial and program initiatives
  • Provides consultation to operational leaders regarding compliance with legal and regulatory, collective agreement language and HR best practices
  • Manages daily operations to meet organizational goals and priorities in collaboration with internal and external leaders and stakeholders
  • Collaborates with Hospital partners to review, design and implement policies to develop program initiatives
  • Leads a team of Recruitment, Employee & Labour Relations, Comp & Benefits, Health, Safety & Wellness and Administration
  • Acts as a mentor for HR team members and plays an integral role in developing talent


Qualifications


  • Experience in overseeing volunteer programs is an asset
  • Strong organizational and time management skills are key in this fast paced healthcare, multi-union environment while managing, balancing competing priorities
  • Knowledge of all relevant legislation (ESA, Ontario Labour Relations Act, Hospital Labour Disputes Arbitration Act, Human Rights Code, and the Occupational Health and Safety Act)
  • Expertise in labour relations and collective bargaining processes
  • Proven experience with strategic HR planning, while maintaining a hands-on approach in ensuring effective day-to-day HR operations
  • Ability to deliver a strong vision of values-based, patient centered service delivery model
  • Effective consultation skills to foster collaborative working relationships among hospital staff, volunteers, HR team members and union partners
  • Demonstrated talent for building relationships, fostering collaboration, leading transformational change
  • Excellent decision making skills with the ability to form and defend independent judgement with the ability to influence others
  • Proficient in MS Office required, working knowledge of Meditech, Microsoft Teams
  • Experience using metrics to analyze and influence decisions
  • 5+ years of human resources leadership and management experience within a complex, unionized and public sector environment, preferably in the healthcare sector


Job Requirements


  • Certified Human Resources Leader (CHRL) designation
  • University or College degree/diploma in Human Resources, Industrial Relations or related discipline or equivalent combination of education and experience
