Job Summary


The central Human Resources Associate provides advice and recommendations on a wide range of human resources management issues across the University community and directly for the academic portfolios. In particular, this position provides general advice in regards to interpretation of multiple collective agreements/handbooks/agreements and employment legislation.


The central Human Resources Associate responds to enquiries from client departments, staff and student employees and provides recommendations that are aligned with employment agreements, policies and HR strategy and priorities. Assists Advisors in gathering information regarding performance management issues, organizational structures and preparing termination and layoff letters.


The central Human Resources Associate is responsible for reviewing and authorizing a range of staff and student employee HCM transactions in Workday ensuring consistency and alignment across the University.


Additionally, the central Human Resources Associate is responsible for ensuring the accurate and timely processing and oversight of many campus wide HR functions including facilitating the both the layoff/recall process in regards to the CUPE 2950 internal/placement and medical accommodation placement process.


The central Human Resources Associate participates in or initiates reviews of central administrative processes, implementing various campus wide human resources initiatives and projects.


Organizational Status


Reports to the Director, Staff Relations Academic Portfolio. Assists Human Resources Advisors and Employee Relations team. Partners with Senior HR Associates, client departments, the Integrated Service Centre and payroll. Works collaboratively with administrative staff in Human Resources. Works closely with the Total Rewards, Health and Wellbeing unit on compensation and benefit related matters. Partners with distributed advisory colleagues, providing guidance and advice on standards and norms.


Work Performed


Interprets and applies relevant University policies, collective agreements, agreements, handbooks and relevant employment legislation in reviewing and authorizing a range of staff and student employee appointments, job changes, compensation changes, leave requests, terminations and end of jobs that have a higher level of complexity to ensure consistency and alignment across the University. Partners with client departments to provide advice on processing Workday transactions across the entire employee lifecycle.


Provides recruitment support to client departments including behavioural interviewing skills, staffing, job evaluation, recall/internal/external processes, Workday recruitment processes and talent acquisition requirements. Participates in the development of interview questions, in-baskets tests. May participate in department interview panels. Participates and or co-facilitates selection interviewing workshops.


Advises departments regarding foreign worker recruitment processes and provides guidance regarding the application process for labour market immigration assessments; partners with Housing and Relocation Services to ensure departments are informed of Immigration, Refugees and Citizenship Canada processes and requirements.


Provides information and general advice on university policies, procedures and practices, to


client departments, faculty and employees.


Provides information and general advice to client departments, regarding legislation affecting the work place (e.g. Employment Standards, Human Rights Code, and Freedom of Information).


Provides information and general advice to client departments relating to grievance, layoff, termination, or internal placement procedures involving CUPE 2950 and CUPE 116 staff. Prepares termination and layoff letters whilst identifying and referring more complex issues to Human Resources Advisor or Employee Relations Advisor.


Monitors the recall and internal placement process by reviewing and prioritizing candidates for unionised job postings. Facilitates the recall process by meeting with employee and union representative to determine suitable positions. This includes providing behavioural interviewing information and providing feedback to support the employee in returning to a suitable role.


Assists Advisors as the first point of contact in regards to performance management issues and/or organizational structures including gathering information. Attends meetings with Human Resources Advisors, Employee Relations Advisors and representatives of the union. Prepares termination and layoff letters. Refers highly sensitive matters to Human Resources Advisor or Employee Relations Manager.


Facilitates the placement of employees requiring medical accommodation into alternative positions by identifying vacancies and liaising with departments, employee, appropriate union representative and Return to Work program representative.


Advises client department on salary administration for all staff groups, union and non-union including authorization of salary increases. Identifies and refers complex compensation matters to the Compensation Associates/Consultants.


Participates in the development and the delivery of Human Resources training programs. Assists with developing written materials for workshop content relating to recruitment.


Attends weekly team meetings and participates in project work.


Performs Other Duties As Required.


Consequence of Error/Judgement


Inappropriate advice or inaccurate information provided to client may result in the filing of grievances, arbitration processes, or the initiation of litigation. Any of these outcomes may have significant financial consequences for client departments, may have a negative impact on the University's relationship with unions and associations and/or may contribute to an unfavorable public image of the University. Failure to deliver services to departments in a timely manner may result in a disruption of client department operations.

Works collaboratively with Administrative Assistants in Advisory Services. Works closely with the Total Rewards, Health and Wellbeing unit on compensation and benefit related matters.

Minimum Qualifications


Undergraduate degree in a relevant discipline. Minimum of two to three years of related experience, or the equivalent combination of education and experience.


Preferred Qualifications


Human resources experience preferably in a complex, unionized environment. Thorough knowledge of current Human Resources Management practices. Knowledge of provincial and federal legislation governing employers' Human Resources practices. Knowledge and experience with a coaching model to influence and advise client units. Working knowledge of Workday an asset. Ability to maintain accuracy and attention to detail. Ability to prioritize and work effectively under pressure to meet deadlines. Ability to work effectively independently and in a team environment. Ability to effectively use MS Office at an intermediate level (e.g., Outlook, MS Word, MS Excel). Ability to exercise tact and discretion. Ability to analyze problems, identify key information and issues, and effectively resolve. Ability to communicate effectively verbally and in writing. Ability to deal with a diversity of people in a calm, courteous, and effective manner. Ability to exercise sound judgment. Ability to establish and maintain supportive working relationships with client departments, union and association representatives. Proven ability to be flexible, confident and self-motivated. Ability to travel on and off-site unit locations.
