Positions being staffed and their salary ranges* are as follows:


  • HR/RH-04 Human Resources Specialist Advisor: $80,270 to $92,439
  • Please note that we are reviewing the salaries of these positions.
  • HR/RH-03 Human Resources Advisor: $71,583 to $82,312


On December 15, 2022, the Treasury Board of Canada Secretariat's announced a requirement for public service employees to work on-site for a minimum of two to three days per week. Employees will work in the office for a minimum of two days per week or 40% of their usual schedule, according to the approved hybrid models in place for their teams. Further information will be provided if you are selected for the position.


Key Job Activities


As a Human Resources Advisor/Specialist Advisor in the Resourcing Centre of Expertise, you will provide advice and guidance to managers on staffing-related issues. Job duties may include (but are not limited to):


  • Working in partnership with management and staffing boards in planning and implementing their staffing processes.
  • Understanding the issues and operational realities of your clients and proposing staffing strategies and solutions.
  • Collaboration with colleagues, sharing best practices, your experience, and ideas to improve the quality of service to clients.


Job Duties May Include (but Are Not Limited To)


As a Human Resources Advisor/Specialist Advisor in the Workplace (Labour) Relations Centre of Expertise, you will provide advice and guidance to managers on a range of employment-related issues.


  • Researching case law, analyzing information, reviewing trends, drafting summaries and making written assessments of cases, and providing recommended options and solutions to clients.
  • Providing advice and guidance to managers on employment relations matters such as grievances, collective agreement interpretation and administration, disability management, performance management, and the disciplinary process.
  • Collaboration with colleagues and other HR professionals sharing your experience, ideas and best practices in problem solving and improving the quality of service to clients.

NOTE: Candidates who qualify for the HR/RH-03 Human Resources Advisor position and who successfully complete a developmental learning path and/or additional assessment, may then be considered for appointment to the HR/RH-04 level.


Separate pools will be created for the positions at the HR/RH-03 (PE-02) and HR/RH-04 (PE-03) level. The pools established from this staffing process may be used to staff similar positions in any CRA office located within the Western Region.


In the case of candidates previously terminated or rejected on probation from positions within the CRA, please note that additional verifications will be conducted. Based on the reasons for termination or rejection, an applicant may not be considered further in the staffing process/considered for appointment, as they may be deemed to not meet one or more of the staffing requirements.

Please note that this process will be used to staff positions in Winnipeg, MB and/or Vancouver, BC. If you are a candidate from the general public, you will have to pay for any expenses related to your participation in this staffing process, as well as any relocation costs if you receive an offer of employment from this process.


Qualified members and former members of the Canadian Armed Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.

Essential Staffing Requirements


To be eligible, you must meet the following requirements.


Education


A degree from a recognized post secondary institution as per the CRA's minimum education standard for HR.


Please note that approved alternatives are NOT being accepted for this staffing process.


Foreign education credentials – In addition to the above requirements, candidates with foreign education credentials must provide a verification of Canadian equivalency from a recognized credential assessment service. If they do not have their foreign education confirmed prior to the assessment stage they will be screened out of the process. Any applicable fees are the responsibility of the candidate.


Proof of Education


You must upload your education credentials in the Education section of your candidate profile and submit all required documents by the closing date and time of this poster. Failure to do so by the close of this notice of job opportunity WILL result in your application not being given further consideration.


Experience – Essential Requirements


To be considered for the HR-03 (PE-02) Human Resources Advisor position:


  • A minimum of eighteen (18) consecutive months of work experience* in the last four (4) years is required.


To be considered for the HR-04 (PE-03) Human Resources Specialist Advisor position:


  • A minimum of thirty-six (36) consecutive months of work experience* in the last five (5) years is required.
  • Development and delivery of formal presentations to managers, employees, or stakeholder groups in order to support applicable HR related policies and initiatives.
  • Providing advice and recommendations to client managers or stakeholders on the interpretation of human resources policies and procedures within an HR department. This includes performing activities such as:
  • Work experience is defined as the experience normally associated with the performance of one of the following functions as part of the major job duties:
  • Researching and analyzing information on HR policies and procedures, employment legislation topics, collective agreements, case law, etc.
  • Interpreting and advising client groups regarding collective agreement interpretation, government legislation and organizational policies and procedures and other legal obligations affecting HR issues, including providing direction on issues of ambiguous/conflicting nature.


OR
  • Other complex/sensitive HR related issues requiring collaboration/engagement with multiple stakeholders
  • Personnel management cases
  • Addressing urgent and sensitive HR related cases, which requires the preparation of clear and concise briefing notes, position papers, or reports with strategic recommendations for senior management. This includes working in an advisory or project management capacity involving multidimensional issues and multiple stakeholders. These cases could include, but are not limited to briefings on:
  • Change management initiatives


OR
  • Managing performance (including setting expectations, evaluating performance, developing employees, and establishing and implementing work plans)
  • Administering collective agreement(s) or terms and conditions of employment
  • Supporting employee accommodation needs
  • Developing and supporting recruitment strategies
  • Managing/supervising a team within a unionized environment with the responsibility of addressing human resources matters including but not limited to:
  • Addressing misconduct


The details you provide such as complexity, scope, variety, timeframes and frequency of your experience will be used to determine pool placement and eligibility for an HR/RH-03 (PE-02) or HR/RH-04 (PE-03) appointment.


You must provide concrete and detailed examples to fully demonstrate how you meet the experience requirements. Insufficient information may result in your application not being considered further. Candidates must have obtained the pre-requisite experience by the close of this notice.

In order to ensure efficiency throughout this staffing process, you are expected to make yourself available for assessment when scheduled. Assessments will only be rescheduled for exceptional circumstances. The staffing board will make these decisions on a case by case basis.


A top-down approach on assessment results may be invoked at any stage in this process to limit numbers of candidates, or for appointment purposes.
