Human Resources Specialist Jobs

Ottawa’s Protak Consulting Group is seeking a bilingual Senior-level Human Resources & StaffingSpecialist for a contract opportunity with the federal government.

Please note: This hybrid contract opportunity has a strict requirement for an active security clearance from the Government of Canada.

Work location: This is a hybrid work model, and the successful candidate will be required to work on-site 2 days per week at minimum in Ottawa, otherwise working remotely. This is non-negotiable.

Language requirement: The successful candidate must be fluently Bilingual (English/French).

Scope of work:

A Senior Human Resources & Staffing Consultant is required to assist with the screening, assessing, and finalizing of staffing competitions, as well as the development of HR strategies and plans.

The contractor will be expected to adhere to the policies and directives on human resources for the Government of Canada. Work must be performed with proficiency and due professional care to screen and assess candidates by analyzing and evaluating responses, exams, and interviews as requested, and record sufficient and relevant information to support evaluation scores for each staffing criteria.

The senior human resources practitioner will be expected to:

• Check references from the candidates.
• Prepare, in consultation with the client, the written exams and interview questionnaires, as well asrating guides for both the exam and interview processes; and obtain approval through discussionwith the client and relevant personnel from the Human Resources Branch.
• Facilitate the work of board members for each selection process, as required.
• Administer written exams, coordinating and participating in the marking.
• Complete the rating guide and other supporting documentation required by the Human ResourcesBranch at each phase of the selection processes.
• Address any candidate-related issues that may arise from these selection processes, such asholding informal discussions.
• Develop an HR Plan.
• Liaise with personnel from Human Resources to ensure that emails are prepared and sent tocandidates informing them of the arrangements for the exams and interviews.
• Coordinate and participate in the marking of interviews.
• Participate in interviews as a member of the selection boards.
• Schedule and conduct reference checks and provide a summary report to the client.
• Schedule exams and interviews.

Required experience:

• Must have experience developing HR strategies and plans for Government of Canada deparments.
• Experience with VidCruiter is a plus.
• Four (4) years’ experience within the past 8 years leading meetings, staffing competitions, and assessments of candidates for the Government of Canada.
• Must clearly demonstrate four (4) years’ experience within the past 8 years developing candidate assessment materials including exams, interview questions, and rating guides for the Government of Canada.

Pay rate: $60/hour on an as needed basis.
