Job Description
The purposes of this position are:


  • The HR Manager plays a critical role in the human resources functions within the organization and provides tactical and strategic Human Resources support to Chief and Council, the Chief Operating Officer, and other staff to ensure compliance with legal requirements
  • To develop, analyze, modify, and implement Human Resources policies, programs and procedures
  • The HR Manager will provide leadership, guidance, and support to the HR department and ensure the effective management of employee relations, recruitment and selection, performance management, training and development, compensation and benefits, and compliance with applicable laws and regulations.
  • Responsible for developing and implementing HR strategies, policies, and programs to support the overall organizational goals and objectives.


DUTIES:


The duties and responsibilities of this position are categorized into seven main functions:


  • Schedule pension and benefits information sessions for employees with the First Nation Broker
  • Maintain master salary grid
  • Assist supervisors in communicating expectations, monitoring performance and identifying professional development opportunities and requirements
  • Act as the Plan Administrator on behalf of the First Nation
  • Recruitment and Selection
  • Monitor group pension account
  • Provide guidance and support to managers and employees on employee relations matters, including conflict resolution, disciplinary actions, and grievance procedures.
  • Address any employment relations issues, such as work complaints and harassment allegations that come forward or assist alongside applicable department lead
  • Develop and oversee a process for the preparation and maintenance of HR files and databases including but not limited to employee personnel files, pension and benefit files, recruitment files, etc.
  • Perform file audits to ensure all required employee documentation is collected and maintained
  • Administration
  • Provide orientation to new employees on the group pension and benefits upon eligibility and explain enrolment requirements
  • Conduct audits of payroll, pension, benefits and other programs, recommending corrective action when needed
  • Staff Training and Development
  • Responsible for coordinating workplace accident investigations
  • Group Pension and Benefits Administration
  • Assist employees with policy interpretation
  • Partner with department Managers/Directors to determine staffing needs
  • Assist supervisors with progressive discipline issues
  • Reconcile group pension and benefits premiums and submit to providers on a monthly basis
  • Record Maintenance
  • Ensure the recruitment and selection process are completed in accordance with the Human Resource Management Manual (HRMM)
  • Assist in identifying Health and Safety training needs and coordinate instruction as appropriate
  • Participate in employee performance appraisals with supervisors
  • Coordinate probationary and annual performance appraisals
  • Assist employees with claims processing to resolve benefits related problems
  • Recommend new policies and/or policy revisions to ensure compliance
  • Maintain a high level of familiarity and understanding of Part II and Part III of the Canada Labour Code, Employment Standards Act, Ontario Human Rights Code, and Freedom of Information Act
  • Research, analyze, prepare and present hiring statistics
  • Workplace Health and Safety
  • Process and maintain all employee information, employment status and pay changes with group benefits provider
  • Facilitate and manage all aspects of the Health and Safety Committee meetings and action items
  • Provide other related duties as may reasonably be required by the Chief Operating Officer
  • Assist in mediating conflict between coworkers or supervisors
  • Advises and assists management and all employees in the development and operation of the Employee Health and Safety program
  • Oversee the administration of group pension and benefits for all eligible employees
  • Evaluate the effectiveness of training programs
  • Maintain and verify data related to premiums, claims, costs, profit sharing, etc.
  • Responsible for the completion of the annual Summary of Contributions and Annual Information Report (AIR) pension reports
  • Assists the Chief Operating Officer with progressive discipline issues up to and including termination
  • Maintains Health and Safety records
  • Provide correspondence with employees including letters, reports, etc.
  • Responsible for filing of all reports and annual summaries to Labour Canada to ensure compliance with legislated reporting timelines
  • Performance Management
  • Plan organizational training programs

EDUCATION:


The incumbent to this position will meet the minimum requirements that include:


  • Certified Human Resources Professional (CHRP) designation (or working towards) preferred
  • University degree in Business Administration, Human Resources Management or equivalent education with three years work experience


RATED REQUIREMENTS:


Knowledge, Skills & Abilities:


  • Prior experience within a First Nation or Indigenous organization is preferred;
  • Must be adept at problem-solving, including being able to identify issues and resolve programs in a timely manner;
  • Extensive knowledge and understanding of Part II and Part III of the Canada Labour Code, Employment Standards Act, Ontario Human Rights Code, and Freedom of Information Act;
  • Extensive knowledge of computer programs and software including Microsoft Word, Microsoft Excel, Access, Outlook, email, internet browsers, etc;
  • Excellent problem solving and judgment capabilities;
  • Knowledge of various funding agencies/criteria for staff training and development;
  • Must be able to effectively read and interpret information, present numerical data in a resourceful manner, and skillfully gather and analyze information;
  • Must be dependable, able to follow instructions, respond to management direction, and must be able to improve performance through management feedback.
  • Must be organized, accurate, thorough, and able to monitor work for quality;
  • Must be able to communicate clearly, both written and orally, as to communicate with employees and in group presentations and meetings;
  • Ability to multi-task, keep organized, develop work plans and ensure accountability;
  • Strong appreciation of the need for confidentiality, tact and discretion with all staff;
  • Well-developed public relation and negotiating skills;
  • High level analytical and policy development skills;
