Job Description
Fraser Health (FH) is responsible for the delivery of hospital and community-based health services to over 1.9 million people in 20 diverse communities from Burnaby to Fraser Canyon on the traditional territories of the Coast Salish and Nlaka’pamux Nations. The Fraser region is home to 32 First Nations communities and 6 Métis Chartered communities. The Chief Facilities Management Officer is seeking a results-oriented leader for the new Executive Director of Engineering and Operations to join a dynamic portfolio within the Facilities Maintenance (FM) team. FM is one of the largest full-service FM organizations in the country. Its goal is to provide a wide range of effective and sustainable facilities and infrastructure stewardship services in support of Fraser Health’s (FH) health care mission.


As the Executive Director, you will work in a complex and fast-paced environment to deliver on FM’s strategic directions and service and stewardship excellence for engineering and operations service in support of Fraser Health. The Executive Director is a strategic thinker and clear, caring and courageous leader that influences innovation and improvements in operations and maintenance, asset risk and quality management, engineering services, and infrastructure projects. Our ideal candidate is an advocate for innovation and continuous improvement and brings strong stewardship, business, engineering and operations acumen to developing and maintaining mutually beneficial relationships with key internal and external stakeholders and to providing a safe, reliable and environmentally-sensitive built environment.


The Executive Director is accountable for:


  • Leading the re-design and restructuring initiatives and ensuring quality and safety measures are in place while overseeing the planning, development and evaluation of policies to incorporate the standardization of programs.
  • Demonstrating personal acceptance of accountability for actions and outcomes including valid reporting, custody and authorization, and ethical business practices.
  • Ensure effective engineering and operational standards, risk and quality compliance programs, high performing infrastructure project delivery, emergency response, and many comprehensive asset management and stewardship programs through strong leadership or the director, manager and staff teams.
  • Acting as a member of the Facilities Management (FM) executive leadership team and contributing to the effective strategic vision while providing direction to drive operational excellence aligned with strategic plans; establishing priorities, policies, procedures and budgets; and managing consistency with industry standards.
  • Directing all aspects of Asset Risk and Quality, Technical Services (ARQTS), Facilities Maintenance and Operations (FMO) and Infrastructure Projects (IP).
  • Reviewing financial and capital resources to meet initiatives, goals and targets of strategic and operating plans within established budgets.
  • Provide innovation while leading effective operations and maintenance, emergency response and preparedness, energy/utilities management and consumption, and other technical and operational activities that ensure a return on risk investment and a return on assets following the ISO55000 framework.


The successful candidate will have:


  • Senior operations, maintenance, asset risk and quality management, and capital infrastructure project management expertise including the ability to manage consultant contracts, capital implementation, construction and renovation, labour relations, contracted services, capital planning and implementation; or
  • An equivalent combination of education, training and experience.
  • Progressively senior leader experience within a large multi-site organization with responsibilities for the engineering and operations of a large health care facilities and infrastructure portfolio; and
  • A Master’s degree and/or professional designation in a relevant discipline from a recognized jurisdiction; and

Detailed Overview


The Executive Director is accountable for providing and overseeing senior leadership, strategic planning, direction, and performance excellence for engineering and operations stewardship of Fraser Health’s facilities and infrastructure maintenance and operations, asset risk and quality management, and technical services. The position is responsible and accountable for achieving improvements in efficiencies and risk, quality and service in the designated portfolio through the continuous pursuit of process team engagement and effectiveness, standardization, innovation, process improvement and stewardship and service metrics in accordance with established executive and Ministry of Health (MoH) goals; develops strong collaborative partnerships with members of the Senior Executive Team at Fraser Health (FH), private sector partners, and government agencies.


Responsibilities
  • Essential operations and maintenance; emergency response and preparedness;
  • Oversees the development and implementation of policies and procedures in collaboration with Directors and staff to support strategic goals.
  • Risk and quality management; asset life cycle planning; maintenance systems innovation and operations;
  • Provides overall leadership and oversight in the planning and day-to-day operations of services to drive operational excellence; ensures consistency with the strategic plans of FH; establishes priorities, policies, procedures and budgets; formulates and recommends annual goals and objectives; ensures consistency with industry standards and accreditation bodies.
  • Engineering and technologist standards, research and asset performance and optimization;
  • Responsible for the overall direction and leadership of all aspects of Asset Risk and Quality: Technical Services (ARQTS) and Facilities Maintenance and Operations (FMO), including Infrastructure projects and Innovation.
  • And other technical and operational activities that ensure a return on risk investment (RoRI) and a return on assets (ROA) following the ISO55000 framework.
  • Leads the visioning, strategic planning, innovation and efficient and effective teams delivering the following:
  • Oversees the management of financial operating and capital resources to meet initiatives, goals and targets of the strategic and operating plans; ensures short and long term planning occurs to effectively plan and implement both operating and capital expenditures; initiates current and future program/service adjustments; ensures the efficient utilization of financial resources, within the objectives, plans and budgets established for Fraser Health.
  • Utilities management and consumption and GHG management; infrastructure projects;
  • Ensures the recruitment and professional development of employees; responsible for overseeing and, as required, participating in the management of human resource matters; provides overall leadership, direction and supervision to assigned team members..
  • Leads re-design and restructuring initiatives including directing change management activities, adoption of best practices, to better integrate and streamline services, optimize quality and ensure cost effectiveness; ensures appropriate quality and safety measures are in place.
  • Oversees and provides leadership for the planning, development and evaluation of policies to provide guidance and a framework for the integration and standardization of programs.
  • Pandemic indoor air quality assurance; capital project asset integrity and quality control and assurance programs;
  • Acts as a member of the Facilities Management (FM) executive leadership team and contributes to the effective strategic direction of the department; accountable for achieving improvements in effectiveness and efficiency in the area of responsibility.
  • Seismic, safety and asbestos programs; technical innovation and adoptions;
  • Demonstrates personal acceptance of accountability for actions and outcomes; ensures the accuracy of information and reports; maintains appropriate custody and authorization processes for the release of information to support both confidentiality requirements and ethical business practices; assesses and takes action to mitigate risk associated with fraud, other inappropriate actions and decisions or related risks.


Qualifications


Master's Degree and/or professional designation in a relevant discipline supplemented by ten (10) to fifteen (15) years' recent, related experience in progressively more complex and senior management/leadership roles in a large multi-site organization with responsibilities for the planning and development of capital and strategic plans and projects, or an equivalent combination of education, training and experience.

Salary range


The salary range for this position is CAD $77.04 - $115.56 / hour
