Job Summary

The Services & Technology Division (S&T) houses the Ministry of Education and Child Care's service centre for students, the sector and the public, providing information and technology services which enable all stages of the Child Care and K-12 journey: from the provision of a provincial high speed internet network and Student Information System, the Child Care Provider portal, through to learning supports, student results and graduation transcripts, and access to scholarships and the BC Training and Education Savings Grant. The division also provides a wide range of IT services and systems to support the operations of the Ministry.


As the leader of the Digital Services and Strategies Branch, the CTO works with Ministry program areas to understand their key business processes in order to deploy technology solutions that enhance program and service delivery. With their knowledge of the evolving technology landscape the CTO provides leadership on modernizing legacy applications and developing new solutions using the latest tools and methodologies.


Job Requirements
  • Experience negotiating and managing information technology contracts.
  • Minimum 3 years' experience in all the following:
  • Experience working with modern technology concepts including DevOps, containerization, micro-service architecture, common component use, and cloud computing.
  • Experience leading, developing and implementing information management and information technology policies, programs and projects in a complex systems environment including data security and data management.
  • Experience with strategic planning and business transformation in a technology-dependent business area or information systems branch.
  • Experience managing professional staff, project teams and divisional budgets.
  • Completion of a degree, diploma, or certification in the computer science field or a related field; OR

About This Position


Flexible work options are available, this position may be able to work up to 2 days at home per week subject to an approved telework agreement. Victoria has two building locations, both with space to accommodate in-office work. The Vancouver office may be accessed for limited drop-in use.
