Job Summary

Pharmaceutical, Laboratory & Blood Services Division (PLBSD) oversees the provision, management, and optimal use of pharmaceutical, laboratory and related systems and services to improve patient outcomes in the BC Health System. This includes delivering the Special Authority program to support patient access to evidence-informed, cost-effective, drugs and medical devices as well as leading and supporting evidence-based initiatives and programs that optimize medication use and population health.The position reports directly to the Director of Special Authority and is responsible for the staff recruiting, development and discipline of 35/48 staff members of the Special Authority unit.


The Special Authority Manager reports directly to the Director of Special Authority and is responsible for the staff recruiting, development and discipline of of the pharmacy technician and clerk team. This team processes all requests into the Sales Force platform and adjudicates many requests. Also responsible for referring the more complicated requests to the pharmacist team or responsible committee. This position does not require licensure with the College of Pharmacists.


Job Requirements


  • Experience interpreting and administering legislation and providing advice on policy, procedures, and guidelines an asset.
  • Minimum two (2) years experience related to Pharmacare adjudication such as government, retail, or hospital pharmacy practice.
  • Experience with project management and in providing briefings to executive management an asset.
  • Related experience must include each of the following:
  • Degree, diploma in business admin or pharmacy or related field; or two (2) years of *related experience; or an equivalent combination of education, training, and experience.
  • Minimum two (2) years supervisory experience leading and resolving complex staff and/or client issues.

Flexible work options are available; this position may be able to work up to 4 days at home per week as per the Telework Agreement.


This position is excluded from union membership.
