DUTIES:

Reporting to the Commissioner, Infrastructure Services, this position will provide strong and effective leadership to staff in a progressive, team-oriented environment. Responsible to deliver efficient and effective engineering services, through both in service delivery and budget control. This position is responsible for the following 5 divisions;

• Geomatics: manages the corporate wide geographical information system, and provides computer aided design services for engineering drawings, construction projects, council reports, and presentations. as well as administrative staff in order to carry out work.
• Right-of-way: manages the public right-of-way through issuance of permits, processes various subsidy programs, encroachments agreements, and development reviews.
• Corporate Projects: serves as a Project Management Office responsible to deliver large scale building and non-building projects of corporate significance, and facility projects.
• Design Division: design and project management services for road and sewer rehabilitation and road expansion projects, flooding mitigation initiatives, engineering studies, and local improvement projects.
• Development Division: engineering review/approval of various development applications, municipal servicing studies, Municipal Class Environmental Assessments, studies, storm and waste water modeling, project management and lead Municipal Drain portfolio.

This position is responsible for approximately 200+ projects/studies with a Capital Budget ranging between $300-400 Million, Operating Budget approximately $7 Million (gross), with 60 staff.

Ensure effective human resource management of the Department in accordance with the various collective agreements, corporate policies and procedures. Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.

Responsible for all duties assigned to the Deputy City Engineer position pursuant to the City By-Law under Municipal Act. This position will be required to attend City Council and Committee meetings and must be capable of City Council presentations and reports and carry on relationships with City Councilors and Mayor to solve problems.

A focus on customer service programs and the vision to deliver these programs to meet the expectations of City Council and the residents of Windsor is required. Will work in coordination with other departmental teams. Will perform other related duties as required.

QUALIFICATIONS:

• Must possess strong problem-solving skills.
• Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program.
• Must have excellent written and verbal communication skills.
• Must have experience in a computerized and unionized environment, with related experience in a municipal setting, particularly at a managerial or supervisory level;
• The physical demands analysis associated with this job indicates a sedentary level of work
• Must have proven leadership qualities and be both self-motivated and a team player.
• Must have good working knowledge and experience with corporate computer applications (MS Word, Excel, Outlook, PowerPoint).
• Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
• Must have a University degree in Engineering, or Ontario Ministry of Education equivalency, and a minimum of ten (10) years of progressively responsible professional work experience in a related field.
• Familiarity with the development application process would be considered an asset.
• Must be a licensed Professional Engineer (P.Eng) in Ontario;
• Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
• Must have excellent organizational and multi-tasking capabilities.
• Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment.
