Job Description
Reporting to the Vice President, Finance and Corporate Services, the incumbent is responsible of the physical security operations, Occupational Health and Safety compliance, emergency planning, business continuity, vehicle registration, parking enforcement, conflict resolution and investigations. The Director develops, administers, and evaluates all safety and security functions, programs, and policies. These policies must be in compliance with all applicable provincial and/or federal laws and/or regulations. This position also requires an operational awareness of best practices and national trends related to campus safety/security and legal issues impacting higher education.
The Director proactively addresses safety and security concerns, implements action plans, and ensures related policies are consistently enforced. The Director will also ensure regular fire, safety, and security inspections are conducted within all College facilities; conducts investigations; and coordinates all matters involving on property parking. In addition, the Director provides administrative and operational guidance for a departmental staff. The Director will work closely with local emergency services. The Director shall operate as the College’s Incident Commander as may be necessary.
The Director monitors weather conditions, particularly during the winter, to recommend class cancellations and campus closures. This is a position of public trust and represents Georgian College in a highly visible manner.
The Director provides support and guidance to all staff and students as it relates to the public safety of the College community and the security of the College’s assets. The incumbent liaises with outside agencies concerning student conduct, public safety and emergency management issues
The diverse nature of operations across all locations combined with relatively open access to facilities creates challenges that require workable solutions in the meeting of the objectives. As a service department, a safe campus community is achieved working across the college in a collaborative manner with a service focus
Knowledge and Skills
  • Experience with complex report writing at a senior level; translates analysis into meaningful recommendations
  • Experience in developing and implementing departmental policies and procedures
  • Demonstrated experience and competence in developing targeted training to diverse groups
  • May be involved in responding to emergency occurrences 24 hours day/7 days week.
  • Proven success in obtaining cooperation and innovative solutions to complex problems
  • Knowledge of current trends, legislation, acts and regulations in safety, security, and labour/management issues
  • Experience as a senior leader in policing or security is preferred.
  • Experience working in a matrix environment, building/managing relationships with senior leaders
  • A minimum of 11 years’ experience managing and leading change in safety and security initiatives with demonstrated experience in security or policy environment as well as relevant leadership experience.
  • Proven experience with change management at an organizational level
  • Experience making presentations regarding investigations, safety, and security
Duties and Responsibilities
  • Managing the contract and providing direction for the contracted Campus Security personnel in the performance of their respective duties
  • , Coordinating business continuity planning in collaboration with other college leaders
  • Managing issues related to suspected criminal activities and inquiries by demonstrating superior public relations skills and reflecting the college in a positive manner.
  • Leading lockdown development initiatives at all locations
  • Providing leadership in the consultation processes, development, recommendation, implementation and monitoring of appropriate operating procedures and programs relating to: the safety of students, staff and visitors; the security and protection of buildings and property of the college, emergency response for situations that may occur at college sites, and threat assessment
  • Conducting security assessments on all college properties and initiate appropriate theft and damage prevention strategies
  • Developing non-violent crisis intervention programs
  • Ensuring confidentiality with regards to investigations and compliance with privacy legislation
  • Planning, developing and implementing the college’s Emergency Response plan which includes lockdown, emergency preparedness, fire safety, emergency response and business continuity
  • Establishing and maintaining effective working relationships and interactions with appropriate local emergency service and safety authorities (Police/Fire/MOL) to develop protocols, ensure compliance, assist in investigations and prepare for emergency situations and ensuring external providers are familiar with college facilities and practices.
  • Functioning as the primary security official for the college and conducting sensitive investigations and reporting on criminal activity
  • Acting as an advisor to senior management on matters of safety and security and liaising with outside agencies concerning student conduct, public safety and emergency management issues
  • Coordinating all emergency response measures and associated activities in the event of an incident
  • Preparing and analyzing campus security and crime statistics, identifying trends in occurrences and criminal activity, and developing preventative or corrective measures
  • Ensuring appropriate training, communication and monitoring processes are in place and operating effectively to ensure that applicable laws, regulations and procedures relating to occupational health and safety, campus safety and security are understood and complied with by the college community.
  • Developing workplace violence prevention programs and investigating workplace violence incidents or potential incidents
  • Working with various college schools/departments, student associations and unions/professional associations at multiple locations ensuring delivery of programs while maintaining safe environments
  • Coordinating and scheduling regular drills related to the college’s Lockdown and Fire Evacuation procedures and other emergency preparedness practices
  • Working with various departments/schools to plan and co-ordinate security coverage relating to events
  • Managing full-time and part time staff and third-party staff
  • Coordinating with Facilities Management and Information Technology to ensure that security systems remain operational and the information and system access is in conformance with appropriate laws, policies and practices
  • Developing and maintaining effective and consultative relationships and processes with college community, especially with student organizations, student services, registrar’s office, physical resources, human resources and union locals
  • Developing personal safety plans as needed for staff and students
  • Monitoring developments in marketplace in terms of technologies and processes to promote identification and adoption of best practices
  • Analyzing current operations and best practices to continually improve preparedness and response efforts
  • Managing operating budget with appropriate fiscal accountability
  • Establishing Threat Assessment committee and procedure, process, and protocols. and chairing committee meetings ensuring appropriate action is taken in risk situations to ensure the safety and security of the college community
  • Working with the Dean of Students, investigate incidences of student misconduct or violence
  • Working with legal counsel on legal matters ensuring all related documentation is completed and confidentiality maintained
  • Providing guidance in determining strategies during protests, work stoppages and labour disputes
  • Recommending risk management measures for protection of college clients, staff and property
  • Chairing and working in conjunction with college occupational health and safety committees, recommending corrective action
  • Developing and managing revenue and expenditure budgets for capital purchases related to safety, security, or emergency preparedness
Education
  • Successfully completed a four-year degree in criminal justice, law enforcement or another relevant field. A combination of education and experience from which comparable knowledge and skills are acquired may be considered.
