Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster, and easier. Metrolinx is an agency of the Government of Ontario.

Our Bus Safety Office is seeking a Safety Officer, Bus Services to administer and provide safety assurance against the safety program, legal and regulatory requirements, and the Metrolinx Safety Management System (SMS).
What will I be doing?
  • Liaises and works collaboratively with the broader safety division and business units with respect to hazard identification and control, contractor monitoring, regulatory requirements, accident investigation, and notifications to external authorities.
  • Administers and maintains safety related programs and practices throughout the department; develops and provides training to internal staff, and audits contractor safety and training materials for adherence to established procedures and to recommend changes
  • Demonstrates safety leadership and promotes an attitude of “safety first” and “beyond compliance”
  • Investigates or provides close-out of investigations performed by internal and external stakeholders
  • Interfaces with external public agencies, associations, and affiliated groups to stay apprised of industry trends, regulations, and technologies
  • Investigates and analyzes accidents and incidents, describes root causes makes recommendations for process improvement or development
  • Maintains, contributes, and updates safety rules for bulletins, notices, and special orders
  • Coordinates the continual development of safety initiatives with applicable internal/external resources
  • Monitors compliance with all regulatory and corporate safety requirements
  • Performs risk assessments to eliminate or reduce hazardous effects on the public, passengers, and employees
  • Analyzes and reports on safety performance data and develops initiatives for ongoing improvement
  • Provides guidance and participates in various meetings
  • Develops, implements and reviews established policies and procedures for alignment with established guidelines or best practices, and regulatory requirements, and recommend improvements as required
  • Liaises with external contractors and safety representatives, and reviews safety management plans for adherence with safety programs
  • Provides insight / input into improvements / revisions to safety plans while working in collaboration with the broader safety division and business units
  • Administers and maintains internal systems to monitor compliance with established policies and procedures
  • Stays current with industry standards, regulations, rail operations and best practices with a balanced customer service focus in order to maintain, enhance and ensure customer interests and service improvements
  • Provides technical expertise to contractors in the mitigation of safety risks; assists with staff training and mentoring
  • Liaises with external contractors to establish and approve deliverables, monitors contractor compliance with timelines and budget constraints, and monitors adherence to contractual agreements
  • Develops, performs, and reports on safety assurance audits and inspections of the work of business units and external contractors to identify safety hazards associated with the work performed
  • Administers and maintains safety management programs to eliminate hazards, mitigate risk, and align with the Metrolinx Safety Management Systems
What Skills and Qualifications Do I Need?
  • A valid Ontario Class "G" driver's license is required.
  • Knowledge of the interpretation and application of legislative and regulatory requirements including best practices, procedures, and processes governing occupational health and safety, road transportation and/or rail transportation (e.g., Highway Traffic Act, Railway Safety Act, Occupational Health & Safety Act)
  • Supervisory principles and practices to provide leadership, supervision, direction, influence and motivation to safety officers, Metrolinx colleagues, and contractors.
  • Frequent exposure to properly controlled hazards (e.g., train movements, vehicle movements, designated substances, fumes, and flammable / combustible agents); required to wear / use personal protective equipment (e.g. hard hats, hearing protection, protective eyewear, protective clothing, fall protection, respirators, and protective footwear)
  • Customer service skills to administer safety management practices on Metrolinx properties.
  • Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP) designation or equivalent is an asset.
  • Works outdoors at locations throughout the Metrolinx network, in all types of weather conditions and at all times of the day or night
  • Time management, organizational, and leadership skills to coordinate complex projects under pressure to meet schedule commitments.
  • May be required to work evenings and/or weekends on a call-in during emergencies and to conduct accident investigations
  • Interpersonal, public relations, and oral/written/presentation communication skills to represent Metrolinx with a range of internal and external stakeholders, partners, and contractors, and to prepare safety plans, reports, briefing documents, and policy/procedure recommendations
  • Must be able to obtain qualifications in Canadian Rail Operating Rules (CROR).
  • Knowledge of transit operations, property management, and facility operations to contribute to the identification and mitigation of potential safety risks and disruptions to operations.
  • Analytical and problem-solving skills to examine incidents and problems, detect root causes, and resolve issues.
  • Completion of a degree in safety or related discipline – or a combination of education, training and experience deemed equivalent
  • Ability to assess, prioritize, and respond to manage emergency situations
  • Minimum four (4) years’ experience developing, coordinating, and monitoring safety programs and activities
  • Interpersonal, communication, and negotiation skills to lead consultations and negotiate/resolve issues.
