The City of Penticton is looking to fill the position of Business Analyst II in our Information Technology/Geographic Information Systems (IT/GIS) department.

The City of Penticton IT department is a small agile department where staff have the opportunity to span multiple facets of the IT world. Reporting to the IT Business Services Supervisor and general direction of the Information Technology Lead (Business Analyst), the BA II will work on the IT BA team to assist with day-to-day systems maintenance and usage but with a focus on broader technical initiatives either as projects or larger service requests.

Key Responsibilities

The successful Business Analyst II will have a strong technical background, being experienced in Microsoft enterprise environments (including active directory and Windows server management) with ample enterprise software management and configuration experience.

In addition to technical skills, the successful Business Analyst II will have the communication and people skills to work with business units to collect requirements, build out plans and workflows, and effectively communicate with stakeholders. Essentially the successful candidate will be able to translate business needs into technical requirements and be able to execute a solution. From time to time the Business Analyst II will be required to analyze data and build reports for various city departments. Experience in FME, SQL, and Power BI are strong advantages.

The successful applicant will immediately hit the ground running on a team in a vendor-managed implementation of Microsoft 365 with a strong focus on records management. Work-life balance is hard to find in an IT career. This is an hourly wage full-time position at 35 hours a week, with benefits and pension, providing an opportunity to not just work in the Okanagan, but live here too. The position is not on call 24/7 and we work hard to ensure projects requiring overtime are booked in advance with additional opportunities for overtime as required. The position does require some onsite meetings and tasks and for the right candidate, we are willing to offer this position as a Hybrid Remote position for an Okanagan resident.

Knowledge, Abilities & Skills

• Ability to analyze and evaluate data and information required for applications and develop logical solutions for assigned projects.
• Ability to learn and adapt to new and changing technology to meet the goals and objectives of clients and the organization.
• Expert knowledge of problem definition, troubleshooting, and solution escalation techniques.
• Knowledge of municipal ERP systems will be considered an asset.
• Good verbal and written communication skills. Ability to effectively document systems and prepare client documentation.
• Expert knowledge of supporting a production environment.
• Advanced knowledge of all aspects of the project life cycle and business application delivery.
• Advanced programming skills.
• Advanced technical knowledge of Microsoft Windows, IIS, and SQL Server.
• Ability to plan and prioritize operational, project tasks, perform under pressure and meet deadlines.

Education, Training & Experience

• ITIL Foundations certificate.
• Valid Class 5 BC Driver's License.
• M365 experience is an asset.
• Minimum of a diploma in Computer Science or equivalent as recognized by the City of Penticton.
• Experience within an enterprise IT environment.
• CBAP, CAPM, CCBA, PMP or other business analysis/project management designation is preferred.
• Five to ten years of Business Analysis/Enterprise Applications Support role.
