Job Description

Our federal government client is requesting several external Real Property Project Management resources to manage the implementation of multiple complex real property projects and deliver integrated services such as design-build, design-bid-build, construction management, private-public partnerships and a landlord lease fit-up approach in offices and buildings within the Vancouver and Victoria area.


Role/Responsibilities:

  • Assisting the departments Project Manager in interpreting the project brief and in understanding department and other government department standards and policies
  • Reviewing detailed breakdowns of tendered amounts in progress claim sheets to ensure all items of work included are properly identified for progress billing purposes
  • Preparing preliminary time schedules of project implementation stages for review by the departments Project Manager to establish significant deadlines and major milestones
  • Briefing consultants or contractors on roles, relationships and departmental guidelines for contract administration
  • Assisting in conjunction with the departments Design Team and/or Design Consultant in the assessment of the fairness and reasonableness of the quotation obtained from the contractor for proposed work under a contemplated change notice, followed by the preparation of a change order once determined
  • Assisting the departments Project Manager in managing the Design Consultant or the Design Team
  • Evaluating consultant progress for value of work done and recommending payment of consultant monthly invoices in conjunction with the departments Design Team
  • Evaluating contractor claims for disputed items resulting from different site conditions or delays by the Crown and recommending settlement strategies and amounts
  • Assisting the departments Project Manager in obtaining approvals from the User Department for various documents as required
  • Attending construction site meetings, providing input on interpretation of contract plans and specifications while ensuring that both consultants and contractors fulfill their responsibilities under their respective agreements
  • Insuring that deficiencies and any incomplete work identified at the interim inspection for substantial performance are completed promptly and expeditiously. Once completed, recommend issuance of the Certificate of (Final) Completion.
  • Assisting with the identification of changed conditions for requested design changes and providing input on the issuance of contemplated change notices to the construction contract
  • Reviewing project costs in accordance with predetermined budgets/funding and recommending action required to resolve conflicts
  • Preparing on a monthly basis, project progress reports on project status, project schedules, project forecasts and expenditures and impending corrective actions to be undertaken
  • Analyzing contractor or consultant schedules, using scheduling software, Gantt charts, bar graphs or critical path method etc. to determine whether corrective action is required to meet deadlines or milestones
  • Participating in inspections and/or acceptance boards at the time of substantial performance, requesting acceptance of the work from the User Department, and recommending issuance of the Certificate of Substantial Performance and payment to the contractor; and


Qualifications:

  • Canadian professional accreditation in their respective associations in Canada (such as P.Eng or CABC)
  • Master’s or Bachelor’s degree in Engineering or Architecture


Competencies:

  • Minimum 4 years’ experience within real property management programs or projects.

  • Eligibility for a Reliability security clearance
