Job Description

This work will typically be performed on-site at Metro Vancouver’s head office at 4515 Central Blvd, Burnaby, BC. A hybrid of remote work and on-site can be accommodated.


Our client, a partnership of 12 municipalities - one Electoral Area and one treaty First Nation. That collaboratively plans for and delivers regional-scale services with its core services being drinking water, wastewater treatment and solid waste management, has an immediate need for a Senior Project Manager - Project Management Information System (PMIS) . This is a contract position for one (1) year located in Burnaby, British Columbia with the potential to be renewed for two (2) additional one (1) year periods.


Description


The Senior Project Manager - Project Management Information System (PMIS) role is to help manage and support the planning phase of Project Management Information System (PMIS) corporate implementation. The successful candidate will liaise with the pilot team and help define the detailed plan, schedule and cost for the PMIS corporate rollout.


Role Accountabitliies


The successful applicant will work in collaboration with key stakeholders throughout the organization and will focus on:


  • Monthly status reports
  • Developing an acceptance criteria and process for the pilot implementation.
  • Defining project scope, goals, and deliverables that support business objectives in collaboration with the senior leadership team and internal stakeholders.
  • Identifying opportunities to standardize business requirements and processes across the various departments.
  • Validating the Iona pilot business requirements for corporate implementation, including integration requirements with other existing systems.
  • Project charter
  • Establishing effective and appropriate project governance.
  • Developing key project deliverables, including:
  • Planning and scheduling project timelines and milestones using appropriate tools.
  • Ensuring proper financial management of the project.
  • Acceptance criteria
  • Defining guiding principles for the project.
  • Ensuring proper risk management by documenting all risks and employing an effective mitigation strategy.
  • Estimating and identifying the resources and participants required to achieve project goals.
  • Developing full-scale project management plan, implementation plan and associated communications documents.
  • Business requirements document and work breakdown structure
  • Project logs (including stakeholder register and RAID log)
  • Corporate implementation plan
  • Developing a sustainment and support model for the corporate system.
  • Identifying the priority modules for system implementation.
  • Project management plan
  • Defining the process for reviewing, sign-off, and testing of business requirements.


Qualifications


  • Ability to influence and foster an environment of shared accountability.
  • Excellent organization and presentation skills.
  • Strong analytical and problem-solving skills.
  • Considerable knowledge of the functions of departments served and their requirements in information technology.
  • Project Management Professional (PMP) designation is an asset.
  • Ability to clearly articulate messages to a variety of audiences.
  • Establish and maintain effective working relationships with various internal and external contacts.
  • Considerable knowledge of information technology components, processes and developments related to the work performed.
  • Bachelor's degree in Computer Science, Information Systems, Business, Engineering, or related field.
  • Work independently as well as part of a team.
  • Strong ability to document, analyze and assess business processes, system interactions and to propose consolidated alternative business processes.
  • Provide advice and assistance on matters related to the work.
  • Certified ScrumMaster (CSM) and Scrum Product Owner (CSPO) designations are an asset.
  • Proven experience in planning, implementing and supporting a PMIS or other corporate Enterprise Resource Planning (ERP) system for a large utility, municipal or government organization.
  • Ability to be flexible and highly adaptive in a fast-paced environment.
  • Communicate effectively orally and in writing; able to present clear and concise proposals.
  • Thorough knowledge of problem definition and analysis related to business processes and systems planning.
  • Excellent vendor management and negotiation skills.
  • 10 or more years of project management experience or the equivalent combination of education, training and experience.
  • Perform assigned duties with minimal supervision, although direction will be given.
  • Excellent knowledge of project management methodologies, knowledge areas and tools.
  • Maintain confidentiality.
