Position Overview:


We are looking for a Director, Technology Infrastructure Services to collaborate with a dedicated team and lead exciting, transformative technology infrastructure services initiatives across Trillium Health Partners. As a senior member of the team, you will bring your innovative thinking and your acumen for problem-solving and relationship management and be pivotal in further building the Information Services Division. Not only will you have significant impact across our multi-site structure you will be the key lead for improvements to systems availability and performance, servers and data centre operations, data storage, backup and recovery, computer networks and telecommunications, as well as strong financial stewardship of technology resources.


The Director of Technology and Infrastructure will be responsible for four teams: Telecom and Networking, Customer Service Management, Data Center and Infrastructure and Switchboard and Locating services. The incumbent is responsible for the stewardship of an annual operating budget of more than $16 Million annually and Capital of over $3 Million annually. The Director of Technology and Infrastructure will work closely with the Executive Team, Clinical Systems and Informatics/Epic team, Institute of Better Health, THP Solutions and clinical teams to identify and prioritize technology investments that improve the patient and staff experience, enhance productivity and information security, enhance innovation and/or reduce costs. This technical leadership role will also be significantly involved in the planning and design for the Trillium Health Partners’ HealthWorks Redevelopment Project related to Information Technology and Digital Health.


Key Responsibilities:       


  • Support strategic decision-making of the Chief Technology Officer (CTO) and the Information Services Leadership Team.
  • Development of a comprehensive Performance Management framework, based on ITIL Best Practices; you will measure, monitor and drive performance within your portfolio and across the Information Services Division.
  • Build and lead high-performing teams that are aligned with the hospital's mission, values, and goals. This includes providing leadership, coaching, and mentoring to ensure that teams are motivated, engaged, inclusive, diverse and focused on delivering value to the hospital and focused on THP’s anti-black racism journey. Responsible for ensuring that the hospital's technology solutions are accessible, user-friendly, and meet the needs of a diverse patient population. This includes evaluating the usability of technology solutions and working closely with clinical partners such as the Mississauga Ontario Health Team and participating in regional and provincial collaborations. Report initiative progress and infrastructure recommendations to the CTO, CIO and IS Leadership Team.
  • Foster a collaboration culture between Infrastructure and Services teams as well as other IS groups making sure that priorities are understood and communicated to all stakeholders.
  • Participate in hospital, Ontario Health, MHT, and other eHealth initiatives.
  • Develop a work plan for achieving planned outcomes for this role (i.e., delivery of key technology projects for multi-site integration, staffing and budgetary plans, data centre and server base consolidation plan).
  • Effectively manage key assets, including data centres, servers, networks, voice systems against agreed SLAs, capacity and financial performance targets.
  • Develop and manage key relationships internally/externally, including vendor community. Ensure contract negotiations and vendor selection follows BPS Guidance in collaboration with Shared Services West.
  • Build relationships and trust with internal partners such as enabling services or clinical, understanding business needs and requirements.
  • Finance stewardship and acumen making sure that the budget is balanced and capital orders are completed in a timely manner.
  • Leadership responsibility for core information and communication technology functions within a multi-site hospital across Trillium Health Partners Information Services Division and reporting directly to Chief Technology Officer, Information Services division.
  • Leading transformation and modernization of THP’s switch-boarding and locating services.
  • Implement security and change management best practices throughout IT operations, and standardizing technologies where applicable.
  • Following ITIL best practices, continuously improving systems availability, performance and recoverability.
  • Other duties as required.
  • Build consensus as to staffing structures, operations governance and performance goals necessary to the achievement of planned outcomes.
  • Ensuring regular report(s) on compliance with all service agreements and mandates.
  • Maintain an appropriate lifecycle for centralized technology assets, within an ITIL-based framework.


Key Criteria and Qualifications:


  • Demonstrated management in a complex environment with effective interpersonal and negotiations skills including outstanding written and verbal communications skills is required.
  • Participate in the hospital’s after-hours leader on call program.
  • Certification in ITIL or demonstrated knowledge of ITIL v4 and The Open Group Architecture Framework (TOGAF) is preferred.
  • Ability to succinctly relay information to the organization in business language with a clear understanding of business impacts
  • Demonstrated ability to lead large-scale technology initiatives that improve patient care, clinical workflows, and operational efficiency.
  • Experience in leading Hybrid Data Center Implementations and managing infrastructure services and cloud-based services.
  • With the CTO, establish and evaluate benchmarks, goals, and objectives aligned with corporate strategic direction; establish performance metrics and monitoring systems.
  • Demonstrated leadership skills with experience in building consensus at the strategic level, ability to initiate, build and foster effective relationships and results-oriented and experience with active participation in business and organizational change, development/transformation plans and initiatives are necessary.
  • Demonstrated management and staff development with emphasis on coaching, mentoring, equity and inclusivity.
  • Strong, well-developed business and project management skills (strategic planning, risk management, resource allocation and analytics).
  • Proven success in gaining credibility and building trust with senior decision-makers.
  • Work closely with Enterprise Cyber Security Team and OH partners to ensure that the infrastructure is secured and protected and ready to respond to any cyber threats or incidents. Ensuring that data confidentiality, integrity and availability is maintained without compromise.
  • Familiarity with commonly used healthcare applications and technology infrastructures is required (i.e., Windows, Linux Operating Systems, Microsoft 365 platform, MS Active Directory, Infoblox, CITRIX, Cisco Networking technologies, Dell/EMC data storage and DR systems, etc.).
  • Ideal candidate must have completed a University degree in Computer Science, Engineering, Business or related degree required and preference given to Master’s level degree, complimented by significant Leadership exposure to information and technology in healthcare.
  • Proactively anticipate future business and technical needs to assess their potential impact on the hospital's operations and patient care. This includes working with their teams to evaluate technologies and assess their potential impact on the hospital's strategic objectives and identifying opportunities to leverage emerging technologies to improve patient care and clinical workflows.
  • Deep knowledge of HIRS systems in particular EPIC Health solutions. Similar regarding SECTRA PACS solution.
  • Excellent communication, collaboration, and leadership skills.
  • Results-oriented and client-focused with a commitment to excellence.
  • Demonstrated success with leading and managing projects processes and best practices with the ability to prioritize and meet project deadlines and familiarity with public-sector procurement and exposure to eHealth an asset for this role.
  • Superior analytical, problem solving, negotiation and conflict resolution skills.

Position Location and Travel:


Your primary site initially will be Credit Valley Hospital however, you may periodically be required to work at another THP/ Stakeholder site and therefore periodic travel between sites and other visits may be necessary. In future your primary site may change with reasonable notice.
