The CRA is looking for dynamic, collaborative and strategic leaders with a proven track record to contribute to the People First vision and take the delivery of services to Canadians to the next level while demonstrating character leadership (CL). The CRA is elevating CL alongside competencies, as “leading from who you are,” is recognized as an important part of the CRA leadership practice.


As an Executive within the Information Technology Branch (ITB), you will be part of a highly talented, passionate and driven team that is dedicated to modernizing service delivery and rethinking service design. ITB is responsible for supporting the CRA’s operations and business activities by developing and maintaining innovative Information Technology (IT) products and solutions. ITB also provides advice to a variety of internal and external stakeholders on the alignment of technological challenges, opportunities issues and business delivery strategies.


Essential Requirements


Occupy a substantive position within the Federal Public Service, including Crown corporations and agencies at the EX-01 or EX-01/IT group and level. If you are an eligible veteran or a Canadian Armed Forces (CAF) member, you may also apply.


Have a degree (see note 1) OR diploma (see note 2) OR an acceptable combination of education, training and/or experience.


Have a record of strong performance and evidence of readiness to assume responsibilities at the EX-02 level.


Have recent and significant experience at the EX-01 or EX-01/IT group and level (see note 3) in the following:


  • Managing significant human resources (40 FTEs or more) and financial resources ($5M or more) and
  • Leading complex (see note 4) and innovative solutions related to Information Management/ Information Technology (IM/IT) initiatives through subordinate supervisors in a large tax and benefits organization OR business transformation initiatives enabled by IT in a large tax benefits organization; and
  • Collaborating and maintaining partnerships, and building consensus around issues with colleagues and a variety of internal and external stakeholders; and
  • Experience in providing strategic advice and recommendations related to IT programs, projects or issues to senior officials.


Notes
  • Complex is defined as multi-dimensional project, involving many stakeholders with competing requirements and having a high cumulative dollar value (e.g., $5M or more) with inherent and emerging risks, sensitivities and impacts requiring a holistic approach to decision-making.
  • Who possess more depth, breadth and relevance of experience.
  • Recent and significant experience is defined as the depth and breadth of the experience normally associated with having performed a broad range of related activities at the EX-01 or EX01/IT level, for a period of two (2) consecutive years in the past five (5) years.
  • Diploma: A diploma is a generic term for a formal document that acknowledges that a candidate has successfully completed a stated post-secondary education program of study.
  • Who self-identify as Indigenous Peoples and/or visible minority.
  • Degree: A baccalaureate or higher-level degree.
  • Preference may be given to candidates:
  • Individuals occupying a position in the federal government at the EX-02 substantive group and level and individuals currently in the CRA's EX-02 Pre-qualified pool (PQP) must submit an application if they are interested in being considered.


This Experience Would Be Considered An Asset


  • Experience in the planning, delivery and/or management of IT security programs, services or projects, including in cybersecurity.
  • Experience in modern IT development practices and methodologies such as Agile, DevOps, Security by Design, and Service Oriented Architecture.
  • Experience in leading at the executive level of more than one IT program in a large scale organization.


Conditions Of Employment Required At The Time Of Appointment


  • All appointments (except acting appointments) to and within the Executive (EX) Group at the CRA are subject to the Agreement to be laterally moved provision as a mandatory condition of employment. This provision is included in the CRA’s Directive on Terms and Conditions of Employment for the EX Group.
  • Willingness to relocate to the National Capital Region (NCR) may be needed for some positions. Candidates not currently located in the NCR or within commuting distance must indicate in their application their willingness to relocate. Failure to do so at the time of application may result in being not considered at placement.
  • Secret security clearance level
  • Willingness to travel


Languages Requirements


  • Bilingual imperative– CBC levels
  • Candidates MUST have valid Second Language Evaluation test results at the CBC level at the time of application in order to be considered further in the staffing process*.
  • In response to the measures taken by the Public Service Commission following COVID-19, the CRA applies the 12-month extension of expired Second Language Evaluation (SLE) Results. However, please note that this is a temporary measure that could change in the future. As such, for now, if an individual has a result that expired in January 2023, it is still deemed valid until January 2024.

  • In a maximum of 1,000 words, describe how you meet the essential requirements. You should outline each experience criterion you meet followed by concrete examples clearly demonstrating how you meet each of them.
  • Experience factors considered an asset: You will be asked to demonstrate how you meet each experience factor considered an asset.
  • Second Language Evaluation (SLE) results: You will be asked to indicate your SLE Results with expiration dates.
  • Current security clearance level;
  • Mobility: You will be asked to identify your current location, and your willingness to relocate to the NCR, if applicable.
  • Reference checks: You will be required to provide the names and coordinates of six references (two most recent supervisors, two recent colleagues and subordinates).
  • Name of organization;
