Reporting to the General Manager Employment & Social Services, the Director Program Support will direct the Division's budget, technology, management systems, staffing and quality assurance areas including internal review and compliance and program payment integrity in partnership, consultation and collaboration with relevant corporate divisions. To ensure the effective delivery of divisional support services.



Major Responsibilities:



  • Develops, recommends and administers the annual budget for the Division, and ensures that the Division's expenditures are controlled and maintained within approved budget limitations. Directs the coordination of financial reporting, variance projections, year-end closing, internal audit reviews; provides advice and consultation, and strategic direction on key financial matters as required.


  • Provides leadership to the Senior Management team and contributes to the strategic direction of the Division regarding the program administration areas, finance and support functions including the development of operating and capital budgets, financial controls and compliance, contract management, performance management, information technology, corporate project leadership, change management initiatives, and continuous improvement initiatives in the aforementioned areas.


  • Provides leadership in regards to the annual business planning cycle including incorporating business and service objectives into a financial plan and forecasting mid to long- term financial requirements for operating and capital budgets.


  • Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs. Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.


  • Leads and motivates a diverse workforce, ensures effective teamwork, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.


  • Develops and leads an effective and efficient system that manages all aspects of divisional human resource management, in partnership and consultation with relevant sections in People & Equity.


  • Directs the strategic development of the Division's information technology including the development of financial and management information systems, in consultation and collaboration with Technology Services Division.


  • Directs the administrative functions related to the provision of program payments, divisional inventory, divisional expenditures and service provider contracts. Designs financial models to identify consumption patterns and determine resource needs.


  • Provides leadership and establishes partnerships with clients, external stakeholders, and members of Council, public, unions etc. to address and resolve conflicting demands and problems from various stakeholders and fosters effective partnerships while balancing corporate interests.


  • Anticipates, identifies and manages emerging issues and challenges, helps identify solutions that are flexible and responsive to evolving and changing needs. Implements solutions and monitors results.


  • Prepares and contributes to council reports and reviews all policy and program related reports for financial implications.



Key Qualifications:



  1. Post-secondary education in a discipline pertinent to the job function (e.g. Business Administration, Human Resources, Finance, Strategic Business Planning & Continuity, Information Technology, etc.), combined with relevant senior-level management training experience, or an equivalent combination of education and experience.
  2. Management level experience in leading, managing and motivating a diverse workforce, ensuring effective teamwork, providing resolution to issues, ensuring high standards of work quality and organizational performance, continuous learning and encouraging innovation in others.
  3. Considerable experience in providing strategic leadership in financial, information management, information technology, business transformation and workforce planning.
  4. Considerable experience embedding equity, reconciliation, accessibility and inclusion lens into workforce planning, budgeting, programs and processes.
  5. Extensive experience in managing large, complex multi-year operating and capital budgets requiring strict monitoring and compliance.
  6. Considerable experience in leading IT and business transformation processes to enhance service delivery.
  7. Highly developed communication and interpersonal skills with the ability to negotiate, resolve conflict, problem solve and interact with all levels of the organization to forge effective internal and external relationships.
  8. Excellent strategic, lateral thinking, planning, analytical, and problem solving skills with the capacity to effectively plan, develop implement and undertake special projects.
  9. Ability to establish effective working relationships with all stakeholders, employees, client divisions, outside agencies and/or politicians and other levels of government and build effective relationships within a large, diverse, multidisciplinary environment.
  10. Ability to lead change within a complex organization while managing stakeholder's needs and interests.
  11. Ability to lead and manage enterprise-wise technology related projects and organizational re-restructuring initiatives.
  12. Familiarity with current issues and best practices related to equity, accessibility, human rights, inclusion, reconciliation and deep understanding and a thorough working knowledge of the Ontario Human Rights Code, the Occupational Health & Safety Act, and the Accessibility for Ontario's with Disabilities Act, and related City of Toronto policies and commitments.
  13. Familiarity with relevant government legislation in the area of governance, budgeting, financial reporting, service delivery, employee and labour relations and occupational health and safety.
