THE ROLE
We are seeking a Director, Engagement Research, Policy, and Analysis to lead the research and analysis of existing single employer pension plans as well as contribute to policy analysis in support of government relations. The ideal candidate will have existing relationships in the Ontario university and labour sectors, drawing on past experience to contribute to UPP’s business growth by attracting universities and unions to the Plan. With a strong foundation in financial metrics, research, and analysis, the Director, Engagement Research, Policy, and Analysis will prepare reports, analyses, and plan comparisons to support UPP’s engagement and outreach with the Ontario university sector. The Director will also conduct research and policy analysis, and prepare reports to support UPP’s government relations priorities.
This is a fantastic opportunity for an experienced pension, policy analysis, or research professional to join a team of high performing professionals to make a great impact in a growing, fast-paced, start-up environment.
UPP is based in Toronto’s financial district and has a hybrid work model (~2 days / week in office).This role will require occasional travel within Ontario.
KEY SUCCESS FACTORS
To be successful in the role, the Director, Engagement Research, Policy, and Analysis must:
  • Think strategically about UPP and recommend engagement approaches with the university sector and its complex network of stakeholders
  • Possess extensive knowledge of the pension industry and relevant legislation
  • Be knowledgeable about pension related metrics and be able to analyze key data points to compare pension plans
  • Be able to analyze university financial information, collective agreements, and other documentation to garner insights
  • Actively and collaboratively engage with UPP colleagues and leadership
  • Understand needs, sensitivities, priorities, drivers, and pressures of the parties within the University community involved with the process.
  • Understand the nuances of university communities and how they impact decision making
  • Quickly deliver valuable results
In summary, the Director must be a pension plan expert who can highlight deep insights through research and who is always ready to help others succeed.
Key Accountabilities
The Director will be responsible for a variety of duties, including but not limited to the following:
  • Using a variety of qualitative and quantitative factors, work with UPP’s Actuarial and Pension Services teams to analyse how UPP would fit and provide value to a prospective university community.
  • Conduct in-depth research and analysis on single employer pension plans, financial statements, collective agreements, and other relevant documents.
  • Inform UPP’s internal strategy discussions and provide expert advice to leadership related to sector engagement.
  • Contribute to UPP’s reputation as a respectful employer, partner, and participant in the financial services sector.
  • Communicate and present information about UPP, how it compares with a university’s current pension plan, and the features and benefits that may be most attractive to a particular stakeholder group considering UPP as a possible pension solution.
  • Contribute to policy analysis in support of UPP’s government relations priorities and draft government submissions or public facing reports on behalf of the UPP.
Qualifications & Experience
  • Understanding of institutional decision making and governance structures in a university environment.
  • Strong quantitative and qualitative analysis skills.
  • Understanding of federal and provincial government decision making processes and considerations.
  • University degree in a relevant field combined with broad professional experience.
  • Strong working proficiency in French is considered an asset for this role.
  • Understanding of collective bargaining, labour organizing principles and approaches, and the Canadian labour ecosystem.
  • Understanding of the Ontario university sector.
  • Strong ability to write and convey complex information in an audience focussed, accessible manner.
  • Knowledge of the Canadian retirement security ecosystem and pension industry, or the ability to quickly get up to speed in order to effectively communicate UPP’s value proposition to stakeholders.
  • 5 -7 years in an actuarial, pension specialist, labour research, policy analyst, or other relevant role.
