Position Summary


The Senior Manager, Quality and Risk works provincially in partnership with the Directors of Quality and Risk, Planning & Standardization and the Director, Quality Performance Oversight (Provincial Directors) with the development and coordination of an integrated approach to quality and patient safety. This position will support the development of a standardized provincial Quality and Risk portfolio in collaboration with, our internal partners and stakeholders. The Senior Manager will also assist the work of the portfolio in performance monitoring and reporting with respect to; risk, patient safety, patient experience, quality improvement, and performance measurement within home and community care inclusive of third party contracted providers i.e. Service Provider Organizations. The Senior Manager will be responsible for developing strong relationships with internal and external partners, including Ontario Health and the Ministry of Health, to support the advancement of healthcare transformation in the Quality & Risk portfolio.


What will you do?


  • Support the management of the provincial activities related to the updating and maintenance of local Business Continuity Plans and Incident Management Structures in collaboration with local Director leads
  • Assist with the planning and standardization of the Quality and Risk Programs provincially that are designed to support patient care services and improve the quality and safety of patient care
  • Work together with Patient Relations in supporting the standardization and improvement of the review process for patient concerns across HCCSS provincially, and help to manage the improvement work and recommendations to enhance overall organizational performance with respect to patient complaints
  • Alongside the provincial Quality & Risk Directors, drive forward healthcare modernization and transformation through the development and roll out of quality and risk initiatives
  • Support the Directors in the management of an organization wide quality accountability framework that incorporates the principles of a learning organization and continuous quality improvement and uses LEAN thinking, IHI Model for Improvement and other improvement methodologies to achieve of results
  • Support the Provincial Directors in the management of the operational work plans for quality, risk, safety, and program planning and standardization
  • Lead and/or support provincial quality improvement initiatives that position HCCSS as a high performing quality organization in collaboration with key stakeholders and partners
  • Manage the opportunities to proactively identify areas requiring planning and standardization that will advance a leading practice patient safety culture
  • Maintain engagement and awareness of local initiatives and projects, working across the 14 HCCSS organizations to drive forward improvements in Quality & Risk and implementation of best practices
  • Work together with the Provincial Directors and the broader leadership team to successfully integrate quality and patient safety throughout the organization
  • Embody Home and Community Care Support Services mission, vision and values and apply quadruple aim (enhancing patient experience, enhancing provider/staff experience, improving value and improving population health) in daily work
  • Assist with quality and risk information gathering and analysis for the purpose of standardization and creating a harmonized quality and risk departmental approach provincially
  • Lead and/or support with improvement initiatives as identified and help to ensures implementation and sustainability plans are in place
  • Support the Directors, with the development, reporting and monitoring of key performance indicators for, but not limited to; the board score card, QIP, complaints and incident management, patient and caregiver experience and satisfaction


What must you have?


  • Formal training in quality improvement methodologies and framework
  • Knowledge of quality & patient safety management concepts and experience in applying them in the healthcare sector
  • Risk Management certification or equivalent experience
  • A university degree in a related discipline (business administration, health sciences) is required
  • A post graduate degree such as an MBA or MSC is an asset
  • Minimum of 5-7 years of experience in patient safety and/or quality, including 3-4 years in a management role is considered an asset
  • Regulated health professional in good standing with respective regulatory College is an asset

  • Knowledge and experience with risk management practices, and risk management methodologies and use of tools, including emergency disaster preparedness, risk event tracking and risk mitigation strategies
