Job Description
CANS is currently seeking a qualified individual to fill the position of Program Manager, Education & Training.


The Construction Association of Nova Scotia (CANS) is an industry trade association representing the interests of contractors, suppliers, and service providers throughout Atlantic Canada and across the country. We represent 800 large and small companies that build, renovate, and restore non-residential buildings, roads, bridges, and other engineering projects.


Reporting to the Director, Policy & Workforce Development, this positionis responsible for the day-to-day management and successful delivery of CANS Education and Training Development program which provides competitive, relevant, and cost-effective professional development opportunities to the construction industry in Atlantic Canada.


The Education & Training Program provides continuing educational support and opportunities in a variety of formats for individuals currently employed in the construction trades and industry. The ideal candidate has strong program management experience, including strategic planning, business development and ongoing program evaluation.


Responsibilities of the Education Manager, are but not limited to:


Program Management


  • Budget Management: managing and building annual budget and roster while adhering to organizational goals and objectives.
  • Contract trainers: responsible for outsourcing trainers, price negotiations, scheduling dates and trainer evaluations
  • Event set up: secondary support and backup to lead in event logistics and setup.
  • Accomplishes departmental objectives by managing a team; planning and evaluating program activities.
  • Program selection / industry research & engagement: responsible for selecting relevant programs for the education roster that follow emerging construction industry trends.
  • Assist in developing promotional materials and information to support the success of education programs.
  • Business Development: responsible for building relationships with industry to engage in the education program.
  • Stakeholder engagement and partnerships: responsible for developing and maintaining third party and stakeholder relationships.
  • Respond to member inquiries and requests for information on programs and certification whether by email, telephone or in person.
  • Program logistics: responsible to plan, implement and assess a continuing education schedule and meet budgeted goals on an annual basis.
  • Perform various course related organizational tasks as needed.
  • Identify and monitor the performance of potential trainers and training partners in the delivery of programs for the membership.


Relationships


  • Works collaboratively with other departments as required, including program partners, trainers, internal / external stakeholders as determined through ongoing program development.
  • Participates in committees and team meetings as required.
  • Builds relationships with board and committee members, business representatives, and other internal and external stakeholders.


Decision Autonomy


  • Works within CANS policies, procedures, and strategic plan, but has latitude in making decisions on routine tasks; able to identify, consider, and manage the implications of any change process as it relates to the role, including the wider impact on CANS, in discussion and with approval of the Director of Policy and Workforce Development.
  • Consults with Director, Policy and Workforce Development on issues that are more complex and require upper-level approval or guidance.


Leadership


  • Takes initiative to keep abreast of issues related to the construction industry.
  • Is aware of and works within all brand standards,
  • Maintains a positive attitude focused on total organizational success.
  • Identifies and brings forward opportunities for program expansion / cross program alliances and seeks appropriate approval before commencing new initiatives.
  • Consults with CANS Senior Management as necessary to ensure program integrity.
  • Works independently with little supervision, on a daily operational basis.


Knowledge And Skill Requirement


  • Basic knowledge of post-secondary training institutions, the educational system in Nova Scotia, curriculum development and career planning would be an asset.
  • Strong attention to detail.
  • Excellent oral and written communication skills:
  • Basic knowledge of local construction industry safety standards.
  • Basic knowledge of the general structure and organization of the non-residential construction industry.
  • Experience in managing personnel and/or teams.
  • Excellent computer skills. Competent in the use of Microsoft Office Suite.
  • Strong interpersonal skills.
  • The ability to effectively understand and interpret complex written materials.
  • Strong research and capacity-building skills.
  • Highly developed organizational and time-management skills.


Experience And Education


  • Experience working with various stakeholders, including community groups, business representatives, educators and government agencies would be an asset.
  • Experience in managing personnel.
  • Post-secondary education with a concentration in business. Human resources or project management is considered an asset.
  • Experience in program or project management
  • Experience in the non-residential construction industry would be an asset.
  • Experience working in a team-focused environment.


Working Conditions


  • Occasional light lifting to 50 lbs as required.
  • Sitting for extended periods of time at a desk.
  • Frequent work-related interruptions.
  • Predominantly indoor office environment.
