The Nova Scotia Emergency Management Office works in collaboration with other federal, and provincial departments, critical infrastructure partners, and Nova Scotian Municipalities to strengthen local and provincial emergency preparedness, through planning, training, and exercising.
About Our Opportunity
Reporting to a Senior Manager within the Incident Management Division, the Recovery Program Officer is responsible for supporting NSEMO Disaster Assistance Programs. This includes the development, updating, and execution of policies, programs, and procedures for the prevention, mitigation, preparedness, response, and recovery phases of all emergencies affecting, or having the potential to affect the province. The incumbent will also be responsible to work in the Provincial Coordination Centre (PCC) during emergencies, work overtime, and be on standby on a rotational basis.
Primary Accountabilities
Since 2000, the Nova Scotia Emergency Management Office (NSEMO) in the Department of Municipal Affairs and Housing (DMAH) has delivered 19 disaster financial assistance recovery programs. Due to climate change, the increasing severity of storms and there is a need to deliver more and larger disaster recovery programs. As the Recovery Program Officer, you are responsible for supporting the Incident Management Division. Using strong coordination and communication abilities, you will:
  • Review, analyze, and report on data.
  • Support effective program delivery and implementation
  • Process transactions related to disaster assistance and claims.
  • Coordinate the preparation of weekly disaster assistance stats.
  • Provide guidance, direction, and support to senior management.
  • Coordinate program recommendations with staff, stakeholders, and program users
You may also assist with coordinating the division’s budget, monitoring forecast documents, ordering and receiving goods and processing invoices, financial transactions and ensuring proper procurement procedures.
Qualifications And Experience
  • You must be a team player capable of working under stressful conditions for extended periods of time.
  • You must be proficient in the use of Microsoft Suite and can verify and process financial information.
  • You have demonstrated excellent client service skills and a proven ability to effectively deal with people both in person and by phone.
  • You must be comfortable and able to work effectively in stressful/emergency situations, which could affect the safety and security of Nova Scotians.
  • Bachelor's degree and one (1) year experience in disaster assistance programs.
  • You can work effectively under pressure and independently in this fast-paced environment. A working knowledge of services and programs offered by the Department along with government policies, procedures, and procurement processes is ideal.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.
Equivalency
An equivalent combination of training, education, and experience will be considered. Equivalencies include, but are not limited to:
  • Completion of a 2-year diploma and 3 years of related experience
  • Five (5) years of related experience

Working Conditions
This role is in a fast-paced decision-making environment, and you may be working at your computer for extended periods of time. You may be required to travel to remote worksite locations, load vehicles, carry and set up equipment in a variety of locations, and travel during inclement weather conditions.
Your normal work week is 35 hours/week, 7 hours/day. This role does entail a high volume of work which may require longer than normal working hours and overtime. Due to the multiple spheres of action and scope of responsibilities that this position requires, there is significant mental pressure, requiring resilience. Must be available to participate in the on-call Duty Officer stand-by rotation and available to support the response and recovery of emergency events as required.

This position requires the successful candidate to work on-site.
This is a temporary opportunity with an anticipated end date of March 31, 2024. The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Pay Grade: PR 06 - PR 10
Salary Range: $1,915.37 - $2,746.69 Bi-Weekly
