Program Overview – Language Programs, Community Programs


This position is accountable to the Director, Newcomer Programs and Services, and ensures that the objectives and outcomes are achieved for English Language services that include Language Instruction for Newcomers to Canada (LINC), the Enhanced Language Training (ELT), Community Connections and Care for Newcomer Children (CNC) services.


The position will support and contribute to planning, implementation, and improvement process of programmatic integration with employment, financial and health services within the organization.


The Manager of English Language Services is also responsible for exercising good judgement in the day-to-day operation of the programs, the annual program planning, implementation, and evaluation; legislative compliance; program marketing; staff performance management, compliance with organizational and funders’ policies; and appropriate representation to the community, consumers, funders, and other community service providers.


What You Will Do


  • Develop and implement marketing and outreach strategies.
  • Work with the unit director and program staff in the ongoing planning and evaluation of Work with the unit director and program staff in the ongoing planning and evaluation of programs, methodologies, systems, policies, and procedures.
  • Ensure delivery of quality language programming that meets the needs of English language learners by frequently reviewing processes and procedures, communicating with learners and program staff, collecting feedback, and implementing changes where appropriate.
  • Ensure internal resources are updated to support program functions, and that all direct reports have the tools needed to succeed in their work.
  • Assist in developing and monitoring program budgets.
  • Facilitate access to information and resources to support ongoing successful PBLA implementation.
  • Actively participate in cross agency collaborations to obtain and share sectoral knowledge and apply learnings to language programming where applicable.
  • Provide ongoing supervision and support to staff and conducts performance appraisals as required.
  • Ensure that all language programs and activities are aligned with the unit’s Newcomer Employment Strategy, participating in activities to ensure the strategy’s successful implementation.
  • Assist in preparing program statistics, reports, funding proposals and other submissions on time.
  • Guide instructors in curriculum and lesson planning and ensures Canadian Language Benchmarks are implemented.
  • Support Supervisor of Language Program to implement the components of language program that are assigned to them.
  • Maintain up to date HARTS, iCARE, CRM and client files.
  • Carry out regular audit on curriculum planning activities, lesson plans and learner attendance.
  • Accountable for achieving service targets and outcomes as defined by the funders and the agency.
  • Actively build teams, resolve conflicts, and maintain a healthy and high-performing staff team.
  • Collaborate with the PBLA Lead and instructors in the implementation and monitoring of the PBLA system.
  • Prepare and update written standard operating procedures and program protocols which will be used by staff while they implement activities in their roles.


What You Bring to the Team
  • Ontario TESL Certificate; bachelor’s degree in teaching or adult education
  • 4+ years of experience in managing English Language Programs and childminding services.
  • 2 years of experience in managing staff in a unionized environment.


What Will Set You Apart
  • Experience in instructor and staff supervision, and performance management.
  • Understanding of anti-racism issues and community development
  • Experience in program planning and evaluation.
  • Demonstrated knowledge and experience in ESL curriculum planning and Canadian Language Benchmarks.
  • Experience in setting up schedule, procedure, policy, system for an English Language Centre with a childminding component.
  • Sound knowledge of the needs of newcomers and community resources available to them.
  • Demonstrated program and budget management skills.
  • Excellent team building, problem solving and critical thinking skills.
  • Experience in settlement and English language services delivery.
  • Able to work in the evening and weekends.
  • Experience in report and proposal writing, and budget preparation and monitoring
  • Demonstrated skills of communicating with funders, community partners and external organizations.
  • Strong organizational, multi-tasking and time management skills.
