Culture and Language Manager


Department: Culture & Language - Development


Overview


This position is responsible for the overall management and support of staff, programs and services within the departmental area of Culture and Language. The Culture and Language Manager is responsible for the Haisla Culture and Language programs and services that increase the use of x̄áʼislak̓ala language, culture and traditions in the organization and community.


Position Summary


The Culture and Language Manager will work to develop a variety of documents including guidelines which will support HNC with retention and implementation of culture and language protocols, norms, and traditinal practice. The Culture and Language Manager will respoond in multiple ways to meet government and community needs specific to language and cultural inquiries. Collaboration with internal and external stakeholders and organizations is a significant responsibility of the position in order to ensure Haisla culture and language is reflected in the development, planning, and implementation of programs, events, and activities. Will report to the Deputy CAO of Development.


The Culture and Language Manager holds accountabilities to the areas listed below:


Programming


  • Liaises with other departments, groups, organizations, and relevant stakeholders regarding Culture and Language programming.
  • Oversees the development and implementation of culture and language programming;


Education


  • Oversee the accreditation process for Haisla culture and language teachers.
  • Oversee the development and implementation of Haisla culture and language curriculum for adult education;
  • Oversee the development and implementation of Haisla culture and language curriculum within the K-12 education systems;
  • Manage the development of teaching tools and resources;


Community


  • Creates policies, procedures, and guidelines related to the appropriate use of Haisla culture, language, and traditional knowledge.
  • Liaise with industry partners pertaining to Haisla culture and language questions or requests;
  • Manage Haisla's cultural awareness program;


Management


  • Prepare proposals and reports.
  • Develop program-related policies and procedures.
  • Manage, coach, and mentor staff that report directly to this position.
  • Develop and manage budgets and program expenditures.


Duties


  • Develop and implement a comprehensive language revitalization strategy to ensure traditional languages of Haisla are revitalized and reflected in HNC’s programs and services;
  • Providing leadership, guidance and supervision to Culture and Language staff, in day-to-day execution of their duties, as outlined in their individual job descriptions, and through prescribed program/staff evaluations;
  • Assisting with funding proposals and negotiations for program enhancements in respect to local, federal or external opportunities.
  • Assess the needs and interests of the community, collect information, collaborate with x̄a’islak̓ala language speakers and knowledge keepers for involvement in the program’s development and review, and consult with colleagues, educators, community members, relevant stakeholders, Elders and focus groups;
  • Promoting and assisting in the provision of traditional knowledge and land-based programming within educational options for learning for Haisla youth, community, educators and relevant stakeholders;
  • Managing the research, analysis and development of program policies and guidelines in response to language and culture protocol inquiries and provides background information for recommendation on the establishment of cultural protocols or guidelines to ensure up-to-date, fair and consistent application of Haisla resources;
  • Ensuring the development and delivery of Haisla specific curriculum for academic credit for school age students including experiential cultural activities and land-based learning opportunities, which may also be delivered to the larger Haisla community;
  • Providing direction and leadership in meeting established goals, objectives, priorities and strategic plans as outlined, for the area of Culture and Language;
  • Managing departmental budgets for the Culture and Language department through the monitoring of quarterly budget variances, annual budget preparation, and ensuring fiscal responsibility through the payment of invoices, purchase orders, and departmental purchases;
  • Managing, developing and maintaining a resource list for language and culture ensuring that language and culture resource people, programs and resource records and data are available to HNC and the Haisla membership;
  • Ensuring collaboration with HNC departments to support interdepartmental events and initiatives relating to culture and language, and assist with planning and facilitating events;
  • Overseeing culture and language-based event coordination, inclusive of establishing partnerships with other organizations for the development, implementation and evaluation of cultural programming;
  • Managing effective communication amongst HNC staff, community, schools and relevant stakeholders in the area of culture and language;


Qualifications


  • Strong verbal and written communication skills;
  • Knowledge of budget development and monitoring budget variances;
  • Considerable experience working in First Nations’ Early Childhood Educators, School Age Educators (K - 12), or Adult Education is an asset;
  • Ability to create a warm, welcoming environment for staff, members, and others;
  • University degree or diploma in Education, Indigenous Studies, First Nation Language or equivalent and has considerable experience working in a First Nations’ language, heritage, or in a First Nations’ cultural capacity delivering programming is an asset;
  • Able to pass a Criminal Information check;
  • Ability to effectively resolve problems and deal with conflict;
  • Strong knowledge of and experience sharing and teaching language and culture;
  • Strong working knowledge of Microsoft Office (Excel, Word, Power Point) and various databases, search engines and outlook/email;
  • Experience monitoring and reporting on activities funded from various sources; solid writing skills are required;
  • An equivalent combination of post-secondary education and considerable experience in the above areas will also be considered.
  • Knowledge of Indigenous history with formalized education systems, residential school and on-going inter-generational effects specific to education and social programming and familiarity with Haisla and Henaksiala history, culture, goals and aspirations is required for success in this position;
  • Strong time management and organizational skills;
  • Proven leadership capabilities in program management and the supervision of staff;
