Program Overview – Family Settlement, Community Programs


The Manager of Settlement Services' performance will be synonymous with the Settlement Services' performance. Consequently, the Manager of Settlement Services’ job contributions can be defined in terms of the accomplishment of the Settlement Services' goals, and the programs operation within the unit and organizations policies and procedures. Monitoring of performance is synonymous with monitoring program performance against program and unit goals and policies. The Manager of Settlement Services manages all programs related to family settlement services across the organization. The position will support planning, implementation, and improvement process of programmatic integration with employment, financial and health services within the organization.


What You Will Do


  • Assist in developing and monitoring program budgets, optimizing resources, and ensuring financial sustainability. Collaborate with the Senior Manager to align budgetary goals with program objectives and make strategic financial decisions.
  • Conduct assessments and consultations to identify the wellness and health needs of newcomers, considering factors such as language barriers, cultural preferences, and access to healthcare services.
  • Accountable for settlement service related key deliverables, outputs and outcomes as defined by the funders and the agency.
  • Lead initiatives within the Newcomer well-being model and Newcomer Employment Strategy to improve pathways for newcomers in their settlement journey, measuring outcomes and reporting on progress.
  • Participate in the recruitment, selection, onboarding, performance evaluation, and professional development of program staff, ensuring alignment with program goals and objectives. Foster a positive team environment, resolve conflicts, and promote a high-performing and collaborative work culture.
  • Collaborate with staff to develop, implement, and monitor program activities, services, and outcomes on a regular basis, using data-driven approaches for decision-making. Foster a culture of continuous improvement and learning within the team, identifying areas for growth and implementing strategies to enhance program effectiveness.
  • Contribute to the development, evaluation, and enhancement of settlement programs, policies, and guidelines.
  • Develop, implement, and evaluate marketing and outreach strategies to raise awareness of settlement services among the target audience of newcomers.
  • Collaborate with relevant managers and unit leads to develop and implement wellness and health promotion programs tailored to the needs of newcomers.
  • Prepare accurate and timely program statistics, reports, funding proposals, and other submissions as required. Collaborate with the Unit Senior Manager to evaluate program models for continuous improvement and adherence to best practices.
  • Contribute to the development and implementation of operational plans, goals, and objectives within the Newcomer Services department, including maintaining and updating standard operating procedures and program protocols to ensure effective implementation of settlement activities by staff.
  • Create programs, informational materials and online resources related to wellness and health promotion, addressing trends relevant to the newcomer well-being.
  • Conduct regular audits and reviews to ensure compliance with settlement program requirements, quality standards, and best practices.
  • Establish partnerships with local healthcare providers, community organizations, and wellness professionals to enhance access to healthcare services and resources for newcomers.
  • Stay informed about trends in immigration, settlement service delivery, and client needs to identify growth opportunities for the department, enhance the well-being of newcomer clients, and ensure the availability of up-to-date internal resources and necessary tools for successful program implementation.


What You Bring to the Team
  • 4+ years of experience in program management, preferably in the field of settlement services, newcomer wellness or working with newcomer populations. This includes experience in leading and supervising staff, managing budgets, and implementing and evaluating programs.
  • Bachelor’s degree in Social Work, Immigration, Settlement, International Development or equivalent. Master’s degree is strongly preferred.

  • Strong organizational, decision-making, and problem-solving skills.
  • Familiarity with relevant policies, legislation, social and community services and best practices.
