Job Summary


Reporting to the General Manager, Environmental Services, this position leads a cross-functional team that includes supervisors, project managers, environmental and technical specialists, with a view to meeting the departmental commitments of sustainable service delivery, compliance and continuous improvement.


Working collaboratively with the Environmental Services leadership team, the Manager of Compliance, Programs and Performance is responsible for overseeing a team of subject matter experts. This position provides oversight of the following Environmental Services’ portfolios of work: (i) development and maintenance of environmental and quality management systems for water, wastewater and solid waste, including environmental compliance approvals; (ii) development and execution of strategic public-facing environmental programming to reclaim and sustain service capacity and minimize environmental impact; (iii) lead and foster a culture of continuous improvement departmentally and corporately; (iv) support and lead special projects to reclaim and sustain resource-specific services; and (v) strategic business planning, departmental and corporate reporting.

Your Role


  • Manage the development and execution of corporate and portfolio-specific key performance indicators across Environmental Services to identify service and operational efficiencies; work with managers across the department to identify and implement continuous improvement activities.
  • Provide managerial oversight of staff and leaders including hiring, training, and evaluating performance of staff, recruitment, development, coaching and managing performance issues.
  • Adhere to all applicable legislation, including Environmental Compliance Approvals and drinking water requirements, supporting the department in adherence to legislation.
  • Coordinate consistent process for Environmental Services multi-year budget development, variance, timelines and other budget reporting to the General Manager as requested.
  • Prepare and deliver presentations and reports to internal and external technical experts and peers, Senior leadership and Council, as required.
  • Lead the development, execution and monitoring of 25-year capital and multi-year operating for the Compliance, Programs & Performance division; develop and report on variances.
  • Oversee annual management system inspections and associated processes related to Environmental Services’ compliance requirements (water, wastewater, solid waste); ensure compliance with applicable legislation and regulations including support for the preparation of regulatory reports.
  • Lead departmental process efficiency and continuous improvement to advance the overall function of Environmental Services.
  • Oversee the development of critical corporate, cross-departmental projects and initiatives, such as the Integrated Water Management Strategy.
  • Provide visible and positive leadership to staff; developing and nurturing a work environment that is inclusive, respectful and motivating.
  • Perform other related duties as assigned.
  • Coordinate departmental business plan, work plan, project management and other corporate process templates and mapping.
  • Work with corporate partners to deliver Environmental Services’ objectives, develop effective working relationships with all internal support departments, with special attention on the relationship with Finance, Project Management and Continuous Improvement Office, and Strategy, Innovation and Intergovernmental Services.
  • Accountable for Environmental Services’ strategic programs, pilots and research, and education and outreach stemming from master plan recommendations for water, wastewater and solid waste, to provide sustainable service delivery.
  • Respond to Mayor and Council, media and elevated resident questions on behalf of Compliance, Programs and Performance division, where required, and support other division leaders with content to fulfill their obligations of the same.
  • Develop and coordinate a consistent approach to Environmental Services’ annual and multi-year work plan; coordinate quarterly reporting to General Manager, or as requested.
  • Key contact with the Ministry of Environment, Conservation and Parks and other regulatory governing bodies; oversee staff responsible for developing, executing and continually improving the City’s environmental compliance and quality management systems.


Qualifications


  • Excellent customer service skills and public relation skills.
  • Experience in continuous improvement, strategic planning and/or organizational effectiveness is an asset.
  • Knowledge of the requirements and application of a Quality Management System.
  • Extensive experience related to the duties listed above, normally acquired through a post-s econdary degree in Environmental Studies, Environmental Science, Engineering, Engineering Technologist or related discipline and extensive experience in municipal delivery of environmental services such as solid waste, water or wastewater preferably in an operational setting. Candidates with an equivalent combination of education and experience may be considered.
  • Knowledge of the Occupational Health and Safety Act and other applicable legislation and specifications.
  • A valid Class G drivers’ licence with a good driving record and access to a vehicle. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
  • Excellent communication skills with the ability to communicate with all levels of staff, stakeholders, Council, media and the general public.
  • Understanding of current business trends and best practices.
  • Applied understanding of government legislation related to municipal water, wastewater and solid waste systems operations and service delivery.
  • Applied experience in strategic, public-facing program development, best practices and result-oriented outcomes.
  • Experience with budgeting (operating and capital budgeting), purchasing (RFP’s, RFQ’s, tenders, contracts).
  • Excellent leadership, interpersonal and team building skills.
  • Experience with Microsoft Office (Word, Excel, Power Point and Outlook).
  • Excellent organizational and project management skills with the ability to manage multiple projects effectively.
  • Experience managing staff and leading work teams, preferably in a unionized environment.
  • Applied experience with formal change management and conflict management processes is an asset.
