Programs Cycle Compliance Manager


Based out of Canada Office and reporting to the Director, Program Effectiveness and Resource Management, the PCC Manager will be embracing the new global strategy for CB, and in appreciation of the new ways of working including collaborative, co-creative, agile working approaches, ensures the compliance of core-programs at all cycles such as annual planning, implementation, monitoring, evaluation and reporting.


Working in close collaboration with the Director, PERM, MO-Finance Department and Country Offices, the PCC Manager coordinates with and advise relevant CO program teams for the adherence of performance based budgeting, and contribute to efficient/effective utilization of approved budgets. The incumbent serves as the main contact person for ongoing core-program implementation, risks analysis and implementation of risk mitigation measures. The PCC Manager is also responsible to orient, elaborate and build better understanding and ensure compliance during partners’ identification, capacity building and disaffiliations. This position will contribute to best practices and knowledge management leading to qualitative changes in core-program design, proposals development and implementation. Core-Program: Programs that are implemented by Country Programs with investment from Children Believe other than grants funded program.

This role includes, but not limited to:

The incumbent provides core program cycle compliance management support to country offices, notably to Program Managers, in line with Children Believe program quality principles and standards, various institutional guidelines, and industry best practices as well as agreed upon country plans to advance the delivery of high-quality programming to children, poor and vulnerable communities.


Ensure Core-Program Cycle Compliances in Annual Planning and Performance Based Budgeting:

  • Support Country Offices, notably Program Managers in annual and quarterly performance based budgeting and core program resources alignments.
  • Allocation of budgetary resources to advance CB's strategic program priorities and promotion of issues based approaches.
  • Update, share and orient country program planning guidelines, associated planning templates or tools to ensure that all country offices have consistent approach to annual program planning;
  • Support COs in their program planning processes notably through virtual conference calls and consultations with Program Managers to ensure the delivery of quality country program planning documents;
  • In consultation with the Director, Program Effectiveness and Resource Management, support COs, in the preparation and timely submission of quality Country Annual Program Operating Plans:


Enhance quality and evidence based core-program cycle impact reports

  • Coordinate and share annual progress reports to internal stakeholders and ensure that reports are saved and made accessible in shared folders and drives.
  • Facilitate quarterly conference calls with country Program Management Team to review country level ongoing core-program implementation and performances;
  • Based on feedbacks from quarterly M&E reports, follow-up with Country Office staff to ensure identified issues and/or gaps are properly addressed/resolved as well as risk mitigation measures are taken;
  • In consultation with the Director- PERM, support the preparation of country level Annual Progress Reports (APRs);
  • Update and elaborate country program reporting guides and templates, provide clarity to Program Managers/ COs and contribute to program coherences;
  • Support the planning processes at COs level notably through virtual conference calls and support the delivery of quality planning documents by Country Offices;
  • Support the tracking of annual progress reporting processes at country office level through virtual consultations.


Strengthen partners’ capacity in internal system and knowledge management support

  • In collaboration with Director/ PERM and responsible Country Office staff, maintain accurate core-funded program information and management systems. Where possible, make effective use of the SMART system/ SharePoint towards attaining this goal;
  • In consultation with the Director, PERM and other internal stakeholders, review the effectiveness of performance based funding (PBF) ‘
  • Support Country Offices in the selection of new partners for core program
  • Review and update as necessary CB’s affiliation and graduation policies and guidelines.
  • Facilitate the use of CB’s graduation policy and ensure on going reviews to keep the policy current;
  • Facilitate financial transfers for core- programs implementation in collaborations with relevant departments.
  • Support Country Offices in the affiliation of new partners and in their induction, development of new programs, which includes the revision of affiliation templates, getting timely approvals of new affiliation, and ensuring that the process meets CB’s affiliation requirements;


Contribute to Core-Program Development and Institutional learning )

  • Contribute to best practices, center of excellences through updating program policies, guidelines procedures and tools;
  • Working in close collaboration with P&P Team, contribute to quality proposal development
  • Facilitate the sharing of best practices and support cross-country program learning


The ideal candidate possesses:

  • Excellent policy-oriented research and analysis skills.
  • Experience in program design and contributions to innovative proposal development will be an asset.
  • Knowledge and experience of sound program and project cycles management including experience in program budgeting, monitoring and evaluation.
  • Demonstrated commitment to Children Believe's Vision, Mission and Values.
  • Excellent interpersonal skills including the ability to network, collaborate, build relationships, influence without direct authority and negotiate effectively.
  • Cross-cultural sensitivity and experience.
  • Sound knowledge and experience in compliance management or coordination of the following community development areas: education, heath & nutrition, child/ youth participation, child protection and gender equality, partnership capacity building, livelihoods and disaster risk management.
  • Minimum 5 years' related work experience in international development; front-line child rights programming and community development experience.
  • Fluency and excellent verbal and written skills in English are requirements; fluency in French and/or Spanish an asset.
  • Ability to travel nationally and internationally as and when required.
  • A post graduate university degree required (preferably in International Development, Sociology, Management)
  • Excellent computer skills, specifically in Word, Excel and Internet; MS Project and custom databases are requirements for the role.
  • Strong communication skills, both written and verbal; good organizational skills; attention to details.

Our Hybrid Workplace Program is a flexible work arrangement that permits employees to work remotely while also occasionally being required to come into the Organization’s office. If approved to work from home as part of our Hybrid workplace program; the incumbent must be available to work from the Organization’s office from time to time as determined by the supervisor or as otherwise directed by the Organization.


Compensation: Hiring range between $70,000 to $75,000 annually based on experience.
