Position Background

The climate policy window is wide open in B.C. The province has adopted an ambitious climate plan, and recently announced new policies in its new Energy Action Framework that include meaningful steps towards decarbonizing oil and gas and other sectors of the economy. The Pembina Institute is working to ensure the province is accountable to its emissions targets and improving relations and clean energy economic opportunities with Indigenous Peoples through the legislation of UNDRIP. A large part of this will rely on the implementation of ambitious climate policies including an emissions cap on the oil and gas sector, working with the gas and electric utilities to ensure both have energy plans that are aligned with the province’s climate plans, along with methane regulations, and carbon pricing. Joining the Pembina Institute at this pivotal moment will give the right candidate the chance to shape the evolution of oil and gas and electricity policy and other key elements of the provincial CleanBC plan at a critical juncture.

Position Overview

Reporting to the Oil and Gas Program Director and part of the broader Industrial Decarbonization group, the Climate Policy Manager will use their leadership and management skills to help solve Canada’s most prominent energy and climate challenges. The primary role of this position is to lead climate policy work and government relations in B.C. focusing on LNG, electricity planning, oil and natural gas production, and climate accountability. The position will also support government relations activities for other B.C.-related climate policy work. The role will contribute to strategy, government and media relations, directing qualitative and quantitative research, and work collaboratively with external stakeholders. This position will require a thoughtful and creative individual who can work with governments, industry, Indigenous communities and the non-government sector to advance climate solutions in line with B.C.’s new Energy Action Framework and other policies.

Roles and Responsibilities

  • Represent the Pembina Institute’s views at meetings, regulatory hearings, presentations, and in the media
  • Serve as the point of contact with stakeholders including government, regulators, industry, and environmental groups on climate policy
  • Manage thorough technical, quantitative and qualitative analyses of energy systems, technologies, and policy research to support our policy advocacy
  • Manage and cultivate constructive relationships with government, industry leaders, technology providers, thought leaders, other ENGOS and Indigenous community members and work with those groups to advance ambitious climate policies
  • Collaboratively create and lead high-quality project deliverables, including communication materials, reports, presentations, briefing notes and funding proposals
  • Lead advocacy and research on climate policy for natural gas production, LNG development, and electricity and energy planning

Skills and Qualifications

Candidates must clearly reflect the following skills and experience in their application:

  • Demonstrated knowledge of policy and of decarbonization pathways in either oil and gas, electric or gas utilities
  • Minimum of an undergraduate degree in engineering, sciences, economics, law, public policy or related field. A graduate degree in one of these fields or in environmental sustainability or clean energy would be an asset.
  • A minimum of eight years of work experience on energy and environmental issues in industry, academia, government, or the non-profit sector, particularly as it relates to policy advocacy and regulatory reform
  • Demonstrated experience leading and managing quantitative and qualitative technical research in energy and environment policy
  • Advanced oral and written communication skills, including public speaking, with the ability to convey complex matters in plain language and in a variety of formats such as formal reports, blogs and social media posts
  • Strong project management skills and ability to prioritize and execute multiple projects with internal and external stakeholders, developing collaborative relationships
  • Knowledge of the challenges and opportunities with B.C. policy as it relates to energy, climate, and economic development
  • Working knowledge of Microsoft Office programs in a Teams environment

Other Valuable Qualifications

  • Experience at multi-stakeholder tables or in finding solutions within a group that reflects a range of interests and perspectives
  • Direct experience in developing or implementing provincial and/or federal environmental policy and regulation
  • High level of proficiency in MS Excel and experience developing Excel-based models

Compensation and Benefits

Salary is commensurate with experience. The hiring range for this position is $72,000-$80,000 annually with a salary maximum of $87,000, increasing with acquired skills and experience in the role.

The Pembina Institute provides flex hours and a hybrid work environment as well as a comprehensive benefits plan, four weeks of vacation and an RRSP matching plan from day one.
