Arthur Grand Technologies is currently seeking a highly motivated and skilled Specialized IT Consultant (Delivery Manager) for one of our clients.
Position: Specialized IT Consultant – Senior
Location: 222 Jarvis Street, Toronto, ON (Hybrid)
Duration: Long Term Contract
7+ years demonstrated hands-on Delivery Management experience managing large complex application development projects.
- 7+ years demonstrated experience with Project management practices, theories, methods and techniques to analyze and assess: cost effective contract and procurement strategies for I&IT solutions and services; lead the development of contract management accountability, governance frameworks, procedures and guidelines, and provide strategic and business procurement advice to senior management to support strategic sourcing opportunities and optimize cost effectiveness of government procurement investments.
- Knowledge and experience using issue management tools such as Jira to manage backlogs and sprints.
- 7+ years demonstrated experience with I&IT technology concepts, principles, infrastructure, systems and application solutioning; e.g., hardware platforms, software alternatives, architecture, networks, databases, applications and security to lead the implementation and ongoing management of effective IT service contract lifecycle to ensure effective controllership and quality assurance of GovTechON's investment in I&IT assets and services with the incorporation of appropriate risk management features.
- 7+ years demonstrated experience managing agile/iterative/scrum projects.
- 7+ years experience managing multiple complex concurrent projects as an integrated program/portfolio.
- 7+ years demonstrated experience managing multidisciplinary teams and technical tasks involving solution development (design, coding, configuration), data migration, testing, platform upgrades/patching, maintenance/support, integration.
- Knowledge of Current and emerging technology, industry standards and trends to ensure that leading edge technology (e.g., security technologies, operating systems, multi-tierweb-based environment, internet technologies, and testing methods) is being utilized in the market and how best to apply this to vendor portfolio contracts and procurement strategies.
Key Responsibilities:
Within the GovTechON organization, there exists several strategic, tactical, operational and commodity vendor relationships representing substantial public investment that requires effective oversight and management to ensure value for money.
- Briefs senior management on current/projected vendor management issues and opportunities, provides strategic/business advice and presents recommendations and solutions. Prepares and/or manages the preparation of briefing notes, position/option papers, internal/external communications, responses to contentious issues, information inquiries and other executive-level documentation.
- Acts as a subject matter expert in an advisory role to the senior management team; identifies and prioritizes service delivery and improvement initiatives that strengthen accountability and vendor management functions in alignment with overall government direction.
- Develops and maintains effective working relationships between GovTechON IT Divisions and assigned vendor portfolio.
- Leads the strategic planning, and management of vendor partner portfolios by developing and iterating on a defined Relationship Charter including Strategic Partnership Success Plan. Working closely with GovTechON IT divisions, provide strategic vendor orchestration to support the effective oversight & management of business service delivery and stewardship of operations. Ensures alignment and compliance of specified vendor contract portfolio to the IT VMO Standard Operating Procedures and overall accountability and governance framework.
- Providers strategic advisory services to GovTechON IT Divisions for the development and implementation of performance measurements for the vendor portfolio to ensure contract requirements are being met and that value for money is achieved.
- Manages/leads the development of effective working relationships with the broader vendor community to understand private sector I&IT and business solution service delivery trends/strategies in order to advise and inform on strategies and opportunities.
- Provides leadership, expert advice and participates as an IT VMO subject-matter-expert with GovTechON client executives and senior management. Support GovTechON IT divisions with their management of I&IT service delivery issues through in-depth knowledge of I&IT business concepts, principles, technical business services, and emerging trends in the I&IT business environment and provides advice to executives on options for effective and efficient vendor management.
- Leads/participates on IT VMO governance committees and project teams.
- Leads the collection, analysis and consolidation of specified vendor portfolio information/data, the preparation of reports/dashboards, and the development of recommendations regarding performance improvement plans. Leads the development of strategic options/plans for continuous improvement of vendor management to ensure cost-effective investment, management and control of I&IT delivery that ensure value for money.
- Establishes and manages the development of the IT VMO short, medium and long term strategic/business vendor portfolio plans ensuring that plans are aligned with government I&IT and GovTechON strategic directions and financial plans. Reports to IT VMO and GovTechON executives on performance of the specified vendor portfolios.
- Initiates and builds collaborative partnerships with directors/managers across GovTechON to encourage innovation opportunities to maximize value realized from 3rd Party IT vendors, enable strategic oversight and sharing of best practices to realize efficiencies in government investment in I&IT solution services, infrastructure, and to enhance vendor management functions and practices.
