Vaule for Money Initiative:

The Auditor General (AG) released their Report which provides fifteen (15) recommendations with a total of thirty-four (34) action items. Overall noted areas of concern from the AG’s value for money audit of the OPP include:

• OPP has not identified key performance indicators and does not use such indicators to measure effectiveness and efficiency of operations.
• No processes in place to consistently deliver police services efficiently and effectively (contributing factor is vacant frontline officer positions);
• Despite increasing reported incidents of crime and calls for service, number of hours of patrol decreased;
• Vehicles underutilized when compared to MTO’s utilization guideline for OPS vehicles;
• OPP does not measure and publicly report on effectiveness of police services delivered; and
• Scheduling of frontline officers not done in accordance with peak workload periods;
• OPP is not delivering municipal policing service levels that are identified as required by deployment model;

Special Constable Review:

The objective of this review is to assess the role and effectiveness of Special Constables within the Ontario Provincial Police (OPP) and identify areas for improvement in the program. This review will involve a comprehensive examination of the current practices, policies, and procedures related to Special Constables, as well as a cross jurisdictional scan to gather insights from other police agencies. The goal is to enhance the contribution of Special Constables to the OPP's mission of ensuring public safety while upholding the law.
