The Land and Resources I&IT Cluster (LRC) is one of eight clusters in the Ontario Public Service (OPS) formed to provide groups of ministry partners with all their information technology needs. LRC partners with the Ministries of: Indigenous Affairs; Agriculture, Food and Rural Affairs; Environment, Conservation and Parks; Northern Development, Mines, Natural Resources and Forestry; and Energy.
LRC works with program areas in each of the ministries to understand their business needs and develop technology solutions that enable business transformation and digital public service goals and objectives. Technology solutions range from new business applications and digital services to office productivity tools, from information management expertise to telecommunications support.
The LRC works closely with other clusters and the Office of the Corporate Chief Information Officer (OCCIO) within the Ministry of Government and Consumer Services to enable shared technology solutions (development tools) and common infrastructure for the benefit of all ministries.
The Digital Solutions Branch (DSB) collaborates with cluster partner ministries to co-design, deliver and support digital solutions, providing leadership in emerging technologies and innovative delivery techniques to enable modern government services.

What can I expect to do in this role?
You will be responsible for:
• working with geographically dispersed clients to provide authoritative technical advice and expertise to the design, development and deployment of advanced and complex interactive applications in a multi-platform environment
• overseeing multiple large solutions with conflicting priorities and changing needs, through their full lifecycle, including critical integration and deployment
• leading multiple complex systems solutions/operations projects to meet government program delivery requirements
• determining approach and developing business cases for systems solutions in emerging technologies
• identifying complex systems issues, determining areas of risk, and recommending innovative alternatives and options for resolution
• providing input into strategic/operational plans and project management policies and standards
• developing performance metrics and monitoring ongoing system performance
• developing reports and recommendations to support senior level decision-making
How do I qualify?
Technical experience:
You have demonstrated experience:
• providing expert advice on technologies such as Java/JEE, GIS and multi-tiered I&IT technologies (e.g. JSP/Servlet, angularJS, JEE, EJB, JPA, JAXB, JCache, XML/XSL/XSLT, Enterprise Service Bus (ESB), ILogJRules, PKI, LDAP, Oracle DB, IIS Webserver on Windows and Solaris platform integrated with DB authentication, LDAP, PKI, IAA, IAM application security technology solutions
• in Mobile application architecture, patterns and best practices, and a solid understanding of HTML5 elements, forms and geolocation concepts.
• providing service delivery management, resource management and operational planning for multiple complex systems platforms
• assessing and evaluating client's program delivery platform needs, as well as, the impacts of new solutions and enhancements
• identifying and resolving technical problems throughout the design, development and implementation life cycles and production support
Technical knowledge:
You have demonstrated knowledge of:
• systems/platform architecture, design, development, deployment and integration principles, practices and technology
• systems integration principles, practices, tools and techniques to oversee and ensure the full integration of multiple components in multiple design platforms
• standard facilities infrastructure and architecture management, and facility service delivery processes.
• current and emerging technologies (Cognitive computing, Blockchain), ITIL processes and technologies such as hardware platforms (including cloud), software, networks, databases, technology infrastructure and operational services, testing and implementation methodology
• current methodologies (like agile or iterative development and DevOps) pertaining to systems analysis, design, development, testing and implementation methods, data, applications, networking, cloud computing, and security
• architectural domains, infrastructure technologies and development standards to review, provide authoritative advice, lead and coordinate the development and delivery of large complex technology solutions
Analytical & problem solving skills:
You have knowledge of or experience with:
• risk management principles and best practices to anticipate and understand the potential for risk in system failure/critical incidents and protocols to mitigate and minimize risk for large complex solutions
• the ability to interpret and apply knowledge of OPS/cluster/ministry I&IT strategies, plans, operational and service delivery policies, directives, best practices and standards
• developing performance measures for project evaluation, assessing and/or developing contingency plans for problem resolution situations
• assessing ongoing system platform performance, identifying necessary changes/improvements, and overseeing implementation to sustain platform performance
• assessing and resolving critical incidents and developing protocols for dealing with/avoiding future incidents
Communication and interpersonal skills:
You have:
• advisory skills to provide authoritative and persuasive technical advice
• interpersonal and stakeholder relations skills to maintain effective internal and multi-jurisdictional client relationships
• communication skills to prepare and present complex technical information and recommendations to non-technical audiences (e.g. senior management, clients, stakeholders)
• consultation and collaboration skills to lead client discussions to identify I&IT solutions and provide technical expertise for strategy and systems platform development
Procurement and project management skills:
You have knowledge of or experience with:
• negotiating customer service agreements and resource requirements to develop project scope and timelines
• project management principles, methodology, tools and best practices
• leading and managing multiple large, concurrent, complex systems design and delivery projects to meet and sustain government program requirements
• service level agreement (SLA) development and management policies (e.g. OPS procurement policies and procedures)
• managing vendor/service providers selection and service level agreements
• planning and leading all phases of complex multi-ministry and jurisdictional projects using agile and iterative development methodology
