The Senior Project Manager will work with various teams within the Agency and with its external partners, clients, and vendors to ensure Ontario Health products and services are delivered in a timely and efficient manner with the highest level of quality. Large scale complex assignments should be expected and may lack clarity of goals and strategy. The Senior Project Manager utilizes their education and experience to define options on the approach to take. The Senior Project Manager collaborate with senior management and sponsors to bring clarity to the goals to the extent possible and identify strategies for successful delivery. The Senior Project Manager is therefore comfortable working within an ambiguous environment where change is constant and, with input from team members and SMEs, can effectively manage the delivery of the project(s)/program(s).
Here is what you will be doing:
- Ability to integrate and manage several related plans and to support the integration of planning and delivery across a large and diverse delivery program
- Provide feedback and participate in continuous improvement in Project Management tools, processes, and practices
- Establish and maintain excellent working relationship and effective communication with the Sponsor(s), internal and external stakeholders, vendors, and the project team members
- Help develop resource and financials estimates for new initiatives particularly during business and operational planning
- Organize and lead project meetings
- Develop project documentation including charter, integrated project plan, project schedule, status reports, meeting notes, and other project artifacts as required
- Adhere to and promote Ontario Health policies and processes including Privacy, Security, and Record Management
- Responsible for managing the resources, scope, budget, schedule, and quality of deliverables of the assigned programs and/or projects
- Ability to take broad concepts and turn them into achievable plans and manage the plans from requirements through design and implementation
- Provide clear, concise, transparent, accurate, timely and up-to-date status and other progress reports/presentations to Executives, Sponsor(s), stakeholders, the project team, Project Management Office, and others as required so to eliminate any misunderstanding or cause incorrect decisions to be made
- Provide financial forecasts and track actual costs against the approved budget
- Provide subject matter expertise to project team members on the application of project management practices
- Mentor and coach junior project management resources including Project Managers and Project Coordinators
- Accountable for on time, on budget, and on scope completion of assigned projects that are compliant with applicable external legislation and internal policies and processes including project governance framework and project management methodology, and provide feedback for continuous improvement as requested
- Ensure effective project change control, including managing IT Requests for Change (RFCs) and deployments to the various environments, is in place
- Manage release of the product/project/work package to an operational environment
- Issue project change requests (PCRs) as applicable in response to changes in scope, schedule, budget, and release strategy (for multi-release projects)
- Proactively identify and manage risks, and systematically resolve or escalate known issues
Here is what you will need to be successful:
Education and Experience
- 11 - 15 years of program and project management experience delivering large-scale technology initiatives and complex IT solutions in a highly integrated healthcare setting
- Project Management Professional (PMP) or actively working towards the designation is preferred
- Ability to interpret program and clinical needs; elicit and comprehend business requirements, propose options and continuous improvement
- Demonstrated experience utilizing various Project Management and Software development methodologies and frameworks such as Waterfall and Agile and others
- Direct experience coordinating and managing project activities, monitoring and reporting on progress, and anticipating and resolving issues, risks, and conflicts
- Experience in collecting, interpreting, and documenting information and working with technical resources to deliver technical solutions
- Experience delivering complex IT solutions in a highly integrated, technical, health care organization is an asset
- Experience working with technology vendors
- Experience managing delivery teams of various sizes that include internal and external resources (consultants, vendor staff) regardless of geographic location where the resources are located
- Experience managing other Project Management resources assigned to the same projects
- University degree in computer science, health care, business or related discipline
Knowledge & Skills:
- Acumen to resolve conflicts at all levels with tact
- Program and Portfolio management knowledge is an asset
- Help ensure adherence to architectural, security, privacy and other relevant standards
- Familiarity with legislation applicable to healthcare organizations such as PHIPA is an asset
- Superior leadership and communication skills to manage both team members and senior management
- Ability to provide leadership and coordination to technical members such as: architecture, security and development teams; build a common technical understanding of the target state of the solution and align to program and clinical needs
- Knowledge/expertise of current technology trends is an asset
- Well-developed analytical skills with a keen eye for details
- Strong working knowledge of the Project Management and Software Development Life Cycles
- Demonstrated ability to apply risk-based approach to project management; communicating to team, vendors and considering risks options for their mitigation within the constraints of the timeline.
- Demonstrated knowledge of project cost accounting principles and practices, and managing project budgets
- Ability to track project tasks in application life cycle management tool such as Azure DevOps and provide relevant reporting
- Demonstrated ability to deliver IT projects under challenging circumstances
- Technical knowledge/expertise gained through work experience as a developer or an architect is an asset
- Expertise in Microsoft suite of products such as Office, Microsoft Project, and SharePoint, and other productivity tools such as Jira and Confluence
- IT Infrastructure and ITIL experience is an asset
- Ability to build strong relationships with internal clients and external stakeholders, clients, and vendors
