Who We Are
ONxpress Transportation Partners (ONxpress) was chosen by Metrolinx and Infrastructure Ontario (IO) to enter the Development Phase of the On-Corridor Works project – the largest project in Metrolinx’s GO Expansion. Unprecedented in its scale and complexity, this multi-billion dollar capital program will transform the GO regional rail network with electrification, more frequent service, shorter journey times and a more modernized system for the Greater Toronto and Hamilton Area.
Summary:
This role will directly report to the Security Director. The primary focus of this position will be the PMP and coordination and implementation of Security activities for the project. In addition, as a security program manager, you will proactively administer company requirements in alignment with all stakeholders on the specific security requirement as per the project agreement.
Responsibility
- Support the Security Director in delivering all security management functions related to Initial Works.
- Identify risks and navigate program roadblocks.
- Attend to Safety Certification Committee or the Contracting Authority Safety Performance Review Committee and ensure all stakeholders follow the project’s requirements.
- Responsible for providing oversight in program implementation, including assisting in reporting.
- Enable strong interlock and teamwork across all organization segments to align strategic and transformational initiatives.
- The Program Manager ensures that quality programming and program impact are achieved according to contractual requirements and best practices, including contributing to fulfilling all reporting requirements.
- The security program manager will be responsible for coordinating and delivering all requirements of security management functions related to Initial Works, Operations and Maintenance Services, and Vehicle Supply Services, including Vulnerability Assessment and CPTED.
- Support and fully implement a security program and set of procedures to meet the security requirement.
- You will be responsible for supporting the Security Director in developing security-related documents,
- Developing the security program for the project.
- Establish; client communication protocols, Security reporting, progress updates, scheduling, and work activities to meet/exceed contract obligations.
- Assists with contract management, agreements, and stakeholder relationships, as required.
- Develop and promote a positive Security culture within the workplace and attend any security-related meetings/briefings as required within the Job role.
- As a Security Program manager, you will lead strategic programs to ensure successful end-to-end integration.
- To be available to Contracting Authority if the Security Director cannot be contacted.
- Undertake a security risk assessment for the project and create a security plan to mitigate risks identified and navigate program roadblocks.
- Prepare and review projects, including projections, tracking, adjusting, and reporting.
- For the clients’ Safety Certification Committee or the Safety.
- Proactively monitor, track, and control project outcomes by mitigating risks and resolving issues to ensure overall business readiness of the solution.
- Proactively communicates project schedules, project change proposals, and related project activities regularly with clients/LLPs and continuously seeks to improve stakeholders’ satisfaction.
- Program and plan the security testing and exercise for the project.
- Provide thought leadership in solving complex problem statements across all segments of our Security base.
- As a Security Program Manager, you will lead strategic programs to ensure successful end-to-end integration.
- Perform other duties and responsibilities as requested or required.
- Interface and manage internal and external stakeholders work in coordination with the Security Coordinator.
Education & Qualifications
- Have an advanced degree (or equivalent) in an area of study relevant to the role.
- Bachelor's degree in technology, computer science, or equivalent.
Certifications or Designations
- Certified Protection Professional certified by ASIS International, or equivalent applicable alternative acceptable to Contracting Authority.
- Advanced skills in MS Office suite, SharePoint, and BI tools and highly proficient in MS Project & JIRA.
- High level of proficiency in coordinating methodology and project management tools (PMP).
Experience
- Have extensive experience in system security, preferably applied in a metro-type rail transit environment.
- High level of proficiency with methodology and project management tools (PMP preferred)
- Experience with infrastructure, application, or security projects (considered an asset)
- 5-10 years of relevant experience in a project management role delivering complex transformation programs across cross-functional business areas.
Competencies & Skills

- Ability to work in a fast-paced, dynamic environment with constantly changing priorities.
- Able to operate a complex system with safety and security-related functions.
- Good computer skills, Office applications, MS Project, and MS Visio would be an asset.
- Experience in Risk management and contract knowledge is defined asset.
- Have a demonstrated ability to effectively communicate across all levels of an organization (including briefing executive management, governance committees, and oversight groups) on the security status and issues surrounding risk management decisions.
- Have extensive experience in system security, preferably applied in a metro-type rail transit environment.
- Conflict resolution, planning and resources management.
- Proven problem-solving, strategic, and analytical capabilities with a convincing track record of setting and delivering against key metrics.
