Project Coordinator, Quality Works

Start Rate (Non-negotiable): $46.03 per hour
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Under the guidance of the Project Manager, you will coordinate the design and construction of assigned transit infrastructure projects in GO Expansion Project Delivery, in a safe, timely, consistent and cost-effective manner.
What will I be doing?

• Work with project team and/or functional areas in addressing nonconformities, preventive action, and improvement requests.
• Prepare and submit tender document specifications for construction and consultant contracts for submission to the Procurement team for tendering. Assists Procurement team during tendering by providing information to contractors and consultants.
• Support the process of collection, and classification of all Quality Management System records.
• Coordinate projects to minimize customer impacts, ensure all internal and external approvals are obtained, and that design and cost dispute resolution and timely completion within established budget and schedule restrictions are adhered to.
• Ensure project completion and commissioning for handover to user group.
• Coordinate and participate on project quality audits and/or surveillance at the sites checking the quality processes, procedures, and paperwork.
• Oversee the project work of consultants, to ensure compliance with Metrolinx’s Engineering Standards, Building Code , Site Plan Control Requirements and internal user group requirements through all project stages, such as the preparation of environmental assessment documents, permits and approvals, design proposals and reports, accessibility reports, contract specifications and drawings, and construction administration
• Develop, implement, and assure Integrated PMS Program Procedure.
• Facilitate internal audits including corrective actions to provide independent feedback to further support project quality improvement.
• Oversee engineering and/or architectural consultant services for the execution of infrastructure projects for new construction and alterations to existing fixed facilities.
• Prepare performance evaluation for consultants and contractors. Also, prepare project post evaluation reports including project cost analysis.
• Provide recommendations to improve processes and procedures
• Plan and report all capital project expenditures such as consultant fees and addenda, purchase orders, construction contracts, change orders and cost sharing agreements with public or private organizations.
• Coordinate projects with external agencies including the Railways to ensure compliance with legislation, codes and the requirements of governing/regulatory authorities, including the incorporation of external agency work within GO Engineering Projects.

What Skills and Qualifications Do I Need?

• Proficiency in the use of project management software and computer applications is essential.
• Understanding of Railway Rules and Regulations and Safety & Operating procedures.
• Have a valid Ontario “G” Driver’s Licence.
• Knowledge of the theory, principles and practices of civil engineering and architecture.
• Detailed knowledge of project management including cost control, scheduling, codes, standards, specifications, corporate procedures, contract documents and applicable contract legislation.
• A college diploma in Civil Engineering Technology or an equivalent combination of education, training and experience providing a thorough knowledge of the theories and practices of engineering/architecture.
• Excellent communication, interpersonal, and negotiation skills, with the ability to work independently and think analytically.
• Minimum five (5) years’ experience related to the planning, design and construction of transit facilities, interpreting and applying contract plans and specifications and co-ordinating contracted engineering projects and development of contractual documents/agreements.
