Who are we?
The pan-Canadian Pharmaceutical Alliance (pCPA) brings together provincial, territorial, and federal governments for the purpose of increasing and managing access to clinically relevant and cost-effective medicines. Through collective negotiations, the pCPA has realized overall savings (as of April 30, 2022) for governments of $2.67 billion annually for brand name drugs and $740 million annually for generic drugs totaling $3.41 billion annually. Ten years after its creation – and supported by a new strategic plan launched in April 2022 – the pCPA is now evolving into a more formal organization with a new governance model, an expanded staffing structure and improved decision-making processes.
About the Role
The Human Resources & Office Management Coordinator provides knowledge and support to the Director, Corporate Services and Office Manager with respect to all human resource functions and acts as a resource to all pCPA staff with respect to human resource matters.
This role is also responsible for ensuring the organization and coordination of office operations, procedures, and resources to facilitate organizational effectiveness, efficiency, and safety and providing administrative support to the Corporate Services team when required.
The Human Resources & Office Management Coordinator holds a degree in Business Administration and has at least 5 years of experience working in human resources and office management. The ideal candidate has good communication, time management, and problem-solving skills. It would also be highly advantageous if the candidate has prior experience working in a government or regulatory organization.
Key Responsibilities
Human Resources Support (Multiple Jurisdictions)
· Provides human resources advice and support to the management team ensuring compliance with the multi-jurisdictional requirements and regulatory frameworks of employment law to guarantee the pCPA’s HR practices align with local, provincial, and federal laws in multiple jurisdictions.
·Assists in salary budget preparations and analysis.
·Prepares offer, disciplinary, and termination letters.
·Assists with the preparation and implementation of human resources policies.
·Assists in the preparation of management’s collective bargaining strategies and proposals.
·Inputs new employee profile and changes records information.
·Maintains employee personnel files.
·Reviews employees’ time entries for compliance with collective agreements, company policies and applicable legislation.
·Assists with new hires’ recruitment, hiring, onboarding, training, and performance management.
·Prepares letters, memorandums, announcements, and other documents as required.
Operations Management Coordination
·Assists with the acquisition, maintenance and inventory of equipment and software needed to ensure optimal functioning of the pCPA’s IT infrastructure and acts as the subject matter expert for programming and using such equipment.
·Takes principal advisory role on issues related to technology and works with the Director, Corporate Services to implement IT (hardware or software) solutions as needed.
·Provides basic computer, hardware, software, and network troubleshooting support for the pCPA.
·Liaises with the external service providers, IT support providers and consultants from time to time.
·Working with the Office Manager, develops and maintains policies and procedures for office and IT equipment, including scheduled maintenance and replacement, disaster planning, and regular incident reporting.
·Works with the Office Manager and the IT support company to ensure the pCPA’s information system in SharePoint meets the functional and technical requirements to guarantee the pCPA records are stored and managed securely and in keeping with business continuity.
·Assists with the records management program, which includes the following activities:
oDevelopment, implementation, and maintenance of Records Management Policy and Standard Operating Procedures, including, naming convention, records classification, retention, and disposal scheduling plans.
oCreation, customization, and management of pCPA’s SharePoint sites and subsites ensuring compliance with records management program.
oDevelopment of Standard Operating Procedures for SharePoint.
Accountability
·Accountable to the Office Manager
·Acts as a backup for the Finance, Payroll and Benefits Coordinator regarding time and attendance, benefits, and pension plans administration etc.
Qualifications
Education and Experience
·A degree in Business Administration or equivalent combination of education and experience.
·5 years' experience working in human resources and office management.
·Experience in IT and technical support for enterprise applications.
Specialized Knowledge
·Knowledge and application of human resources in multi-jurisdictions and office management best practices.
·Knowledge of Microsoft Office Suite.
·Knowledge of Ceridian – HRIS System is an asset.
·Demonstrated knowledge of SharePoint.
