Summary
The Assistant Plant Chief is responsible to assist the Plant Chief for the safe and efficient operation and maintenance of the District Heating & Cooling Networks, during the transition from the existing facilities to the new plant as part of the ESAP project. He/she is also responsible for commissioning activities for the new assets being installed and will ensure transition between the project team and the operations team. This includes high-pressure steam systems, chilled water systems, low temperature hot water systems, kilometers of distribution piping networks and all systems’ auxiliaries.
Description

• Supports planning efforts for medium to long term sustainability efforts for facilities and infrastructures, all while maximising opportunities for efficient delivery of services.
• Inform many stakeholders of commissioning activities as it relates to the operation of the modernized CHCP’s.
• Ensures all inspections have an associated report and then ensures all reports are properly filed and are retrievable.
• Responsible for the documentation of the testing and performance of the Plant equipment, and any testing of welding or new equipment; maintains and updates the testing and inventory of all safety equipment and life safety devices.
• Carries out any and all duties, as assigned.
• Responsible for the update and implementation of equipment standard operating procedures (SOPs), including making available updated drawings and valve labelling of all systems.
• Ensures all activities are carried out with regards to all water treatment; operates water conditioning equipment.
• Manages processes for appropriate readings, log record keeping, checks for combustion level in boiler, proper mixture of fuel and air, and boiler water.
• Assists with compliance of applicable legislation, regulations, codes and standards related to the facilities operations and of occupational health, environment & safety.
• Participates in the evaluation of the risks and proposes corrective actions.
• Provide support and leadership to the commissioning team during the commissioning process at the modernized CHCP’s equipment.
• Support the team with planning, management and delivery of all aspects of heating and cooling, fostering a client centric and service-oriented work environment for operational and contractual requirements efficiencies.
• Responsible for the development of the Job Safety Analysis for all operational tasks and to ensure that Lock-out Tag-out program is well documented and recorded.

Requirements

• Previous experience working in industrial plant operations (energy sector);
• 5 years of experience in a CHCP environment;
• Proven team leader, team player, committed to excellence, and positive attitude;
• Familiar with government and regulatory agencies.
• Valid (TSSA Certified) 1st or 2nd Class Engineering certifications;
• Demonstrated supervisory experience and strong interpersonal and communication skills;
• Authorized to work in Canada;

Skills

• Knowledge of Microsoft Office and other CMMS technologies;
• Ability to effectively lead a team of O&M staff and coordinate with contractors.
• Ability to ensure safe and efficient operations in an industrial setting;
• Ability to interpret P&ID diagrams as well as an understanding of control logic;
