The Digital Services and Real Property team is currently looking to staff the Senior Program Manager (Block 2 Program) position (ADG B).
The Senior Program Manager is responsible for leading and managing the delivery of the Block 2 Program, including the strategic perspective and architectural expertise, complete with coordination of sub-projects within the Parliamentary Precinct's construction and renovation program; in addition to the Block 2, the Sr. Program Manager will manage several concurrent enabling projects of varying sizes and durations in the context of project management frameworks and principles; leads the team that consults with House service providers, and presents and protects HoC's interests with PSPC; lead the coordination, development and dissemination of communications strategies to keep stakeholders informed of project impact; provides expert advice and associated risks to the Director, Major Crown Programs, Block 2, and other members of the management team, as well as other involved service areas on project implementation.
The Senior Program Manager will provide stakeholders with program status updates, planning and requirements, including the administrative support for all projects in contract review, consultants, and contractor coordination, scheduled and ad hoc reports and the coordination of PSPC activities. In addition will provide advice and direction to Project Managers, Interior Designers and Architectural Advisors as needed and resolve problems escalated to senior management. Will lead the quality assurance for all aspects of design and construction implementation on the project while collaborating with the Real Property Chief Architect for alignment with HoC architectural standards and guidelines, ensuring the symbolic, traditional cultural and other heritage considerations are developed and integrated into the planning, design and implementation of projects at all stages of the project life cycle.
The ideal candidate demonstrates a deep understanding of architectural design and construction. Has the ability to scope projects effectively as well as the ability to interact with clients at all levels to propose creative solutions. Has excellent planning and communication skills and is committed to being part of a team of professionals working toward realizing the House of Commons' strategic objectives and priorities.

Education:
- A university degree in architecture or related field.
Experience:
- Experience in coordinating multiple disciplines, conflicting requirements and priorities;
- Knowledge of processes of the Government, including the National Building Code of Canada, other building codes and industry standards;
- Experience in providing professional advice and technical expertise to managers, clients and stakeholders;
- Extensive knowledge of the LTVP and planning documents;
- Extensive experience in the design process and in assessing and dealing with risks associated with the implementation of construction and renovation projects and in conducting quality assurance of work performed;
- Communication skills to effectively articulate plans, strategies, courses of action and requirements;
- Knowledge of project management theories, principles, practices and methodologies to plan and manage;
- Experience reviewing complex project documents;
- Experience reviewing and documenting comments on complex project documents;
- Experience negotiating with multiple stakeholders;
Assets:
- Heritage conservation experience.
- A Project Management Professional Certification (PMP®);
- A registration and good standing membership as an Architect, Interior Designer or Engineer with a Canadian Professional Association, along with eligibility to hold a practice licence;
