Job Summary


The Legislative Services Branch is responsible for establishing an Information Management framework for the management of records and information assets of the City; managing the City Archives to acquire and preserve civic government records and data that have long-term value for the City for legal, historical or other research purposes; and coordinating corporate-wide accessibility initiatives to ensure the City meets all legislated requirements related to the Accessibility for Ontarians with Disabilities Act, including statutory reporting to the province, as well as to facilitate improved access to City services for people with disabilities.


The Corporate Accessibility Office functions as a centre of expertise and is accountable to accessibility commitments, policies, Accessibility Legislation commitments and accessibility plans across the organization. The Office also serves to advance Disability Equity and Relations, along with Disability Diversity and Intersectionality, including but not limited to disability and gender, disability and race, disability and ethnicity, and disability and age.


You will oversee the development and implementation of City-wide initiatives on behalf of the service area and department to promote equitable, inclusive and sustainable service delivery for residents with intersecting cultures, identities, ages and a diversity of visible and non-visible, permanent or temporary disabilities.


You will develop and co-lead initiatives and strategies with equity-deserving groups of people with disabilities by exercising cultural understanding to influence systemic and structural change in the organization and community.


You will manage projects with internal and external resources/ service providers. Ensure all projects including major strategic projects align, support, comply with legislation, policy and process from a lense of equity, diversity and inclusion.


You are responsible for planning and managing the day-to-day delivery and operations of the Corporate Accessibility Office to initiate, inform and monitor service and policy decisions, action plans and other municipal strategies, including the Corporate Accessibility Plan that fosters an inclusive workplace and a workforce that is representative of the City/residents.


You are responsible for managing, evaluating, and improving, Council and department directed strategic programs, services, projects, partnerships and relationships, related action plans, policies, guidelines, systems, funding, processes, and procedures, which impact integrated strategies, plans or actions for:


You will work within the organization, including with, internal City departments and with the community to achieve disability and Senior’s accessibility equity in municipal services, policies, and programs to strengthen and further advance the City’s commitment to achieve equality.


Education And Experience


Completion of 4 year university degree in Disability Studies, Social Work, Psychology, or other related field.


Minimum of 5 years of related experience in the public service environment, including municipal or community-based services with lived experience in relation to disability and equity deserving groups in a municipal setting, including in-depth experience in accessibility management, a minimum of 2 years in the management of human resources and/or external contract resources, and in management of operating and capital budgets.


CERTIFICATIONS AND LICENCES


Professional certification from the International Association of Accessibility Professionals (IAAP) is desirable


Project Management Professional (PMP) certification is an asset


KNOWLEDGE


  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the workplace, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
  • Contract document preparation, the tendering process and supervision of field services
  • Legislation, regulations, policies, standards and guidelines relevant to the work
  • Ability to exercise and demonstrate cultural understanding including a demonstrated understanding of intersectionality, namely how discrimination, ableism, ageism, racism, gender, etc. intersects with other identities including gender identity, sex, religion, sexual orientation, ability/disability, family status, etc.
  • Ability to apply disability, racial and gender lens in decision making process

  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area

  • Methods used to deal with the media in a professional manner
  • Working in a unionized environment, including hiring, dismissal, performance management and the grievance procedure
  • Understanding of how discrimination, agism, ableism, racism and inequities are systemic barriers within organizations.
  • Related legislation including the Accessibility for Ontarians with Disabilities Act, the 5 Standards under the Integrated Accessibility Standards Regulation (IASR), the Accessible Canada Act, the Canadian Charter of Rights and Freedoms, the Canadian Human Rights Act and the Human Rights code
  • Equipment and services specific to accessibility, including sign language interpretation, personal support workers, communication access real-time translation (CART), captioning, and screen-reading software
  • Business administration concepts, theories, principles and methodologies
  • Political and organizational acuity, including relationships between staff, media, the public, elected officials, and candidates for elected office
  • Accessibility software and remediation techniques used to adhere to the Web Content Accessibility Guidelines (WCAG) prescribed by the IASR
  • Understanding and knowledge of the negative impacts of colonialism, racism, oppression, and other forms of discrimination on specific individuals and communities.
