Know our team
Nutrition International’s Program Operations Unit is responsible for ensuring the efficient and effective delivery of Nutrition International’s core program interventions including program development, design, planning, implementation, monitoring and reporting, and grant management, including setting annual operational planning, budgeting, and review processes. The unit comprises a global team of professionals located in our 10 core countries across Asia, Africa and our headquarters in Ottawa, Canada. Currently, Nutrition International is seeking applications for a Program Officer, Monitoring, Data, & Learning to be based in Ottawa, Canada.
About The Role
We are seeking a highly motivated and experienced Program Officer to join our Monitoring, Data and Learning (MDL) sub-unit within the Program Operations unit. Please note that this is an Ottawa-based hybrid, project-based position, with a tentative end date of December 2024.
As a Program Officer, you will lead and support program-specific evaluations, assessments, and learning activities, while contributing to monitoring, reporting, and data initiatives across the organization. Key responsibilities include:
  • Coordinate program operations-led evaluations, including developing evaluation terms of reference, workback schedules, and request for proposals.
  • Manage procurement and administrative processes for consultants/firms.
  • Build evidence-informed learning systems and processes for continuous improvement.
  • Support data collection, analysis, and reporting for monitoring and evaluation purposes.
  • Foster a culture of learning by promoting and documenting lessons learned and good practices.
  • Stay updated on new methods, approaches, and evaluation results relevant to Nutrition International.
  • Provide quality assurance for evaluation deliverables according to set criteria.
  • Identify evaluation questions and methods based on OECD/DAC criteria and ensure robust research design.
About You
You should have a relevant graduate degree (e.g., International Development, Gender Studies, Business Administration, Evaluation Science, Education) and 3-5 years of experience in monitoring, evaluation, accountability, or learning within an international NGO or public sector agency. Your understanding of evaluation principles and OECD DAC Network on Development evaluation criteria is crucial. You must have led and managed programmatic evaluations, excelling in data collection, analysis, and management (especially using Excel). Excellent written and verbal communication skills in English are essential, and proficiency in French is advantageous. You should be familiar with results-based management, performance measurement frameworks, and program monitoring.
Knowledge of gender-sensitive MEAL systems, tools, and processes is preferred, as is experience with statistical software (STATA, SPSS, NVIVO). A commitment to gender equality principles, research ethics, and a highly numerate and analytical mindset are important. Strong interpersonal communication skills and the ability to foster positive relationships in a remote work environment are valued. Additionally, experience in database management and proficiency in MS Office applications will support your success in this role.
