The Senior Analyst, Infrastructure Planning will report into the System and Infrastructure Planning (SIP) department within the Health System Performance and Support (HSPS) portfolio’s Health Systems, Planning and Resource Optimization division. The department is composed of a diverse group of experts responsible for system and capacity planning at Ontario Health. The Senior Analyst will be involved in capacity planning which includes health human resources, clinical services and/or health capital infrastructure – all projects which have both complex objectives and significant, real-world system impact.
As the central contact point for capacity planning work under their clinical areas of focus, the Senior Analyst will be responsible for the development of multiple analytic methodologies/data models, work plans and investment strategies while managing and presenting at working groups and interacting with a diverse set of project stakeholders (including clinicians, administrators, regions, and hospitals).
Here is what you will be doing:
Leadership:
- Ensuring the quality and integrity of project work and supporting other team members in executing on their deliverables
- Planning, organizing and participating in internal and external working groups and advisory committees, ensuring tracking of action items and follow-ups
- Championing Ontario Health’s organizational values of inclusion, diversity and anti-racism and promoting these within the team
- Developing productive partnerships with program areas across Ontario Health and with external stakeholders and organizations
- Supporting a high performing team with a highly engaged team culture of respect, inclusiveness, learning, support and collaboration
Content expertise:
- Drafts reports that summarize the analysis and stakeholder engagement conducted and provides recommendations on actions required, highlighting critical areas for consideration
- Utilizes critical thinking skills to translate qualitative clinical input to quantitative insights to provide recommendations and highlight critical areas for consideration.
- Synthesizes information from multiple sources in a meaningful way to inform decision-making including developing presentations, business cases, briefing notes for diverse stakeholder groups including senior leadership
- (e.g., recommending how many new machines are required in the future and where they should be allocated).
- Leads complex analysis and builds data models for multiple, concurrent streams of work, to inform critical decisions related to resources in the health system which impact patient care
- Presents the research and analysis to the broader clinical and administrative stakeholder groups
Program operations:
- Support other initiatives within the SIP department and HSPS portfolio as needed
- Leads knowledge exchange activities to promote frameworks or solutions developed
- Mentors junior resources as required
- Acts as primary liaison and subject matter expert for respective capacity planning workstreams
- Participates in evaluation activities to support the identification of further areas for improvement in planning approaches and methodologies
- (e.g., identifies opportunities to build strategic relationships with organizations that have similar planning mandates and expertise in system planning)
- Develops the tools, templates and processes required to execute the investment strategy development and implementation, ensuring that products meet the needs of our internal, provincial and hospital partners
- Leads committee meetings with key stakeholders including setting meeting agendas, taking notes, tracking tasks against work plans, and facilitating discussions at meetings
Here is what you will need to be successful:
Education and Experience
- Demonstrated data translation skills - interpreting and explaining complex concepts to clinical and administrative audiences, and the ability to translate information into comprehensive, readable, and convincing written products (power point presentations, business cases, reports)
- Proficiency with Microsoft Office tools including Word, Excel, and PowerPoint
- Experience with R or Python is an asset
- Experience analyzing a broad range of health-related administrative databases, such as the Discharge Abstract Database, Ontario Health Insurance Plan data, National Ambulatory Care Reporting System, Ontario Cancer Registry, Activity Level Reporting data, is an asset
- Experience in writing and presenting reports/communications on the information/data gathered that is both comprehensive and easy to understand with a focus on tailoring to specific audiences, often from diverse knowledge backgrounds
- Knowledge and experience in leading data collection, data analysis, methodology development, modeling (e.g. forecasting models, scenario planning) is required
- A minimum of 4-6 years practical and related experience
- A Master’s degree in a relevant field (operations research, epidemiology, applied biostatistics, health services research, health administration, planning, economics) or related discipline is required
- Experience in supporting planning, policy or performance management using qualitative and quantitative data
Knowledge and Skills
- Strong problem solving and decision-making skills and demonstrated ability to complete complex and detail-oriented activities
- Skilled in project management, with strong organizational and time management skills
- Demonstrated ability to work independently, take initiative, and manage multiple priorities, and to work collaboratively as part of an inter-disciplinary team
- Team-oriented and dedicated to promoting team development, a positive work culture and organizational health
- Comfortable working in a dynamic and fast-paced environment
- Excellent writing, communication, presentation, and facilitation skills (with clinical experts and senior leadership)
