The Consultant Capacity, Access and Flow (Capacity) is responsible for undertaking planning and policy development related to capacity and flow of the overall health system, including Alternative Level of Care. This includes providing expert advice regarding planning, research and implementation activities and working collaboratively with team members in the Strategy, System Planning, Design & Implementation teams.

This position will be regional in nature, focusing on the pertinent Region needs.

Here is what you will be doing:


  • Acts as key representative on appropriate tables to inform coordination and planning, development and implementation of best practices, and recommends changes to existing programs including priorities for allocation of funds.
  • Monitors, evaluates and reports on regional activities to ensure achievement of performance objectives set by the CRO.
  • Liaise with partners both internally and externally to identify system level barriers and gaps, and facilitate engagement to identify opportunities for improvement including but not limited to resources, accountability, etc.
  • Consults with other colleagues to understand information requirements and determine the best data sources and analysis to support planning, decision-making, performance improvement, and related initiatives.
  • Participates in the establishment of regional goals, objectives and strategies for the team and implements initiatives to ensure they are achieved.
  • Working with members in the Capacity, Access and Flow teams, will act as Ontario Health lead on monitoring implementation and ongoing quality improvement activities related to overall system capacity and health human resources.
  • Provides guidance to staff within the portfolio in accordance with accepted best practices, standards government/ministry directives, policies and procedures.
  • Ensures that programs and initiatives align with provincial and Ontario Health strategies.
  • Leverage system knowledge and relationships to identify and support innovative partnerships and/or programs to increase system capacity in order to enable access and improve patient flow across system.
  • Maintains an awareness of current issues in the health care system related to Annual Business Plan strategic priorities and key result areas with a particular emphasis on issues related to the implementation of change initiatives.
  • Collaborates with relevant parties to enhance OH visibility and stature locally, nationally and internationally, including identifying, taking the lead on and implementing strategic transformation initiatives.
  • Works closely with team to ensure alignment and linkages.
  • Provides leadership in the promotion and strengthening of evidence-based approaches to decision making within the team and the health system.
  • Provides advice and input from the planning perspective to the development of health-care system plans and manage project plans and budget allocation for planning and integration activities.
  • Ensures health equity principles and priorities are addressed through planning processes.

Here is what you will need to be successful:

Education and Experience


  • Solid background in integrating large, complex initiatives in a changing environment
  • Post-secondary education in health administration, health planning, business administration or a related field with Master’s level degree preferred; or an equivalent combination of education and experience in a health care environment.
  • Ability to work on multiple concurrent projects, advanced project management skills.
  • Highly developed communication skills, both verbally and written. The ability to provide and obtain information of a complex, technical or sensitive nature effectively, clearly, concisely and logically, and at an appropriate level and in an appropriate format is required. French language proficiency is an asset.
  • Ability to exercise sound judgement on issues of a sensitive and contentious nature and able to negotiate to develop consensus around complex policy strategies.
  • Bilingualism (French and English) preferred.
  • Ability to prepare materials for presentations, and make presentations, concerning technical and/or sensitive information to a diverse range of audiences.
  • 10+ years in a multi-stakeholder environment, preferably in the health care industry

Establishes clear targets and measures to track progress toward department objectives. Shares organizational performance measurement information and encourages dialogue and analysis.
  • Business Acumen: Ability to apply business principles, including systems thinking, to the healthcare environment; basic business principles include financial management, human resource management, organizational dynamics and governance, strategic planning, risk management and quality improvement.
  • Risk Management: Measures and evaluates outcomes and corrects direction as appropriate.
  • Expert knowledge of planning models and approaches.
  • Health Care Planning: Demonstrates understanding of the healthcare system and environment. Effectively choose options, plan, implement and evaluate policies and/or programs in health care.
  • Program Development: Develops new insights into situations and applies innovative solutions to make organizational improvements. Creates a work environment that encourages creative thinking and innovation. Designs and implements new or cutting-edge programs/processes
  • Change Management: Actively embraces change efforts and initiatives to improve department performance. Develops and uses different methods to help employees to positively react to change.
  • In-depth development knowledge of local health issues, priorities and needs while recognizing the broader trends in health care policy and system development.
  • Knowledge of Ontario health sector and workforce trends within this sector.
  • Stakeholder Engagement: Develops networks and builds alliances. Engages in cross-functional activities; collaborates across boundaries and finds common ground with a widening range of stakeholders.
