Job Description
IO’s Development Enterprise Team engages new partners in new types of partnerships to promote the development and strategic management of publicly-owned assets. The team develops commercial solutions, executes procurements, and manages assets across new asset classes and infrastructure sectors, including subways, transit-oriented development, and long-term care facilities.


As the Senior Advisor to the Chief Development Officer (CDO), you will provide advice with respect to delivering Infrastructure Ontario’s Development Division’s mandate. This includes, managing key decision making of the CDO's office, communicating CDO/executive priorities, managing internal and external relations by addressing political requests, coordinating the division and teams for strategic operational requirements, and acting as a corporate liaison. The Development Enterprise Team has three Departments, consisting of Landmark Projects (LP), Social Purpose Projects (SPP) and Transit Oriented Communities (TOC). This role shall drive success for top priorities as directed by the Chief Development Officer and shall ensure all activities and decisions are in alignment with the Development division’s objectives, as well as Infrastructure Ontario’s corporate objectives and strategies reflecting a best-in-class organization.



What You Will Do
  • Support the overall division in resource planning, reporting and communications
  • Keep the CDO, division leaders and stakeholders informed of issues, response strategies and progress
  • Represent Infrastructure Ontario and the Development division in a diplomatic manner that inspires trust.
  • Liaise with business units to ensure appropriate and complete information is provided for decision making and informational purposes
  • Act as CDO Advisor on strategies and initiatives supporting the CDO on business planning issues and refining and articulating business strategy
  • Drive success on top priorities as directed by the CDO and works with division executives to ensure progress around objectives, key strategic initiatives, and assigned tasks by the CDO
  • Provide advice and recommendations to the Chief Development Officer and Senior Management team on strategies and initiatives regarding strategic policy that advance the Division’s goals and objectives in both the short and long term
  • Deliver business critical documents to the CDO
  • Prepare briefing notes, memos and presentations on behalf of the CDO
  • Works with the Development teams (TOC, SPP and LP), communications department and business units to ensure coordinated internal and external messaging from the CDO’s office
  • Identify, anticipate and direct issues, informing the CDO of items which require attention, and provide options and assistance to resolve issues.
  • Facilitate communication across the executive team and the organization to ensure that the divisions’ leaders and business units are kept informed of relevant initiatives, developments and issues in order to ensure coordinated and integrated activities, responses and issues management
  • Lead and coordinate initiatives and special projects as requested
  • On the CDO’s behalf, meet with internal and external stakeholders to address concerns, receives and provides information
  • Lead and coordinate monthly reporting to the relevant Board Committees, OILC Board and division
  • Present issues and recommendations/ solutions to internal and external parties
  • Use political acumen and understanding of government practices, policies and procedures to achieve key decisions and issues clearing
  • Develop strategies, practices, and tools to facilitate alignment and information sharing across the executive team
Who We’re Looking For


  • Several years’ of progressively responsible experience in development, government relations, public administration or stakeholder management and in the development and implementation of comprehensive policy strategies and programs dealing with complex and wide-ranging issues
  • Ability to manage sensitive issues with tact, diplomacy and sound judgment
  • Experience with Critical thinking
  • Post-secondary learning in architecture, planning, development, public administration, business or related program, or appropriate work experience that would be considered equivalent. An Advanced degree is considered an asset
  • Experience in a government advisory capacity, briefing and making recommendations to senior executives and staff

The salary range for this position is $78,000 to $116,900 with a corresponding job level of P4.
