The Position:
Summit Search Group has been engaged by the RM of Stanley, Manitoba on the recruitment of their next Chief Administrative Officer. The RM of Stanley was incorporated in 1890 and includes many small, unincorporated Urban Centres and surrounds the Incorporated City of Morden and City of Winkler. The community base of Stanley is as varied as its landscape and its people. Much of the area is agriculturally based, but Stanley is also home to several industry, business, and government organizations.
Crops grown by farmers in the area vary from potatoes, onions, corn, and beans, to canola, cereal grains, and sunflowers. On the hills above the Pembina Escarpment, numerous cattle pastures are interspersed among the grain and oilseed fields. This strong agricultural presence has led to the development of several agricultural sales and service centers along the four-lane highway between Morden and Winkler. Rich deposits of gravel and shale above the escarpment drive a strong industry based in aggregate mining.
Reporting to Council, the Chief Administrative Officer is the administrative Head of the Municipality, and as such has responsibilities for the overall operations. This includes providing corporate leadership for the general management and stewardship of the municipality. The CAO works with elected officials, residents, community organizations, industry, agencies, neighbouring municipalities, and other stakeholders to advance the strategic priorities of the municipality.
The successful candidate will be required to review policies, practices, and procedures, recruitment, retention, and direction of staff. Coaching staff through performance evaluations, and ensure staff are delivering on core responsibilities.
Key Responsibilities include:
- Perform all duties and responsibilities in accordance with the Municipal Act and all other related or applicable legislation.
- Inform and advise Council on matters related to Municipal operations and affairs or ensure that such information is provided by other Staff.
- Direct the development of budgets and the establishment of financial controls.
- Ensure, in conjunction with other Staff, that all requests, enquiries and complaints by the Public are handled promptly and appropriately.
- Co-ordinate departmental activities and recommend to Council any necessary changes in duties or authority of departments.
- Develop, foster, and maintain a good working relationship with appropriate Provincial and Federal Government agencies and officials, and with associations and groups with which the Municipality is affiliated.
- Develop, foster, and maintain a positive working relationship with Members of Council, Staff, and the Public.
- Develop, based on direction from Council, and/or develop and recommend, objectives, policies, and programs to Council.
- Direct the implementation and monitor progress of policies and programs approved by Council and evaluate and recommend changes as required.
Qualifications:
- Certificate in Manitoba Municipal Administration an asset.
- Post-secondary degree in a relevant discipline such as Business Administration, Commerce or Public Administration or a degree in a related municipal function such as Planning, Engineering, Recreation or Social Services.
- Master’s degree in business or public Administration an asset.
- A minimum of 5 years of extensive and/or progressive senior leadership experience in a local government setting or an equivalent combination of training and experience in other relevant settings.
