Job Title: Chief Executive Officer
Reports To: Board of Directors
Location: Swan Lake First Nation, Headingley
Position Summary:
The CEO is hired by the Board and is responsible for the effective management of all of the affairs of the Southern First Nations Network of Care. The CEO plans, directs, develops, and coordinates the programs and activities of the corporation for the accomplishment of the objectives and policies established by the Board of Directors.
Within the limits of the Authorities Act, by-laws, objectives, and policies, the CEO has authority to accomplish responsibilities and duties to build an innovative organization. The Board delegates necessary responsibility and authority, including resource allocation, to achieve objectives in accordance with relevant laws, bylaws, and financial policies.
Key Responsibilities:
Partners with the Board of Directors to fulfill its governance role
- Interprets and administers policies established by the Board.
- Keeps the Board informed of the progress and results of the SFNNC operations, organizational plans, and performance.
- Supports the operations and administration of the Board of Directors by advising and informing Board members, and coordinating board related activities.
- Maintains a high quality of communications with Board members about Board activities.
- Advises that Board on SFNNC by-laws and other relevant legislation that it must maintain and/or adhere to.
- Assists the Board in regular briefings to First Nations government.
- Assists in Board recruitment, qualifies potential members, conducts orientations, and provides ongoing training and development.
- Serves as an ex-officio of the Board and as an ex-officio on all Board committees.
- Provides guidance to the Board of Directors in establishing objectives, policies, and controls for effective management of the Authority.
- Makes necessary regular reports to the Board on matters regarding finance, services, operations, public relations, and planning.
- Schedules regular meetings of the Board and is responsible for the safekeeping and upkeep of the SFNNC’s Minute Book and Corporate Seal.
Manages Organizational Development and Service Delivery
- Works with the relevant stakeholders to build a forward-thinking organization.
- Manages the organization in a creative and innovative way, reflective of First Nations values and culture.
- Continually assesses ongoing needs of children, families, and communities to develop and support relevant programs and services in partnership with CFS agencies.
- Oversees the design, delivery, and quality of programs and services of the SFNNC.
- Partners with communities and agencies to build a dynamic, culturally appropriate, and innovative response to child, family, and community needs.
- Actively participates on various committees and working groups, advocating for First Nations children and families and the CFS agencies that provide services to them.
- Maintains a continuing study of trends and child and family services, and particularly, First Nations child and family services.
- Provides visionary leadership to the organization for the achievement of the organization’s philosophy, mission, strategy, and its annual goals and objectives.
- Lobbies governments, at all levels, to push forward the FN CFS agenda and participates in meetings, committees, and other forums.
- Promotes First Nation service and program models, develops culturally appropriate programs relevant to communities and CFS agencies.
- Monitors legislation affecting the agency and the people it serves and informs the relevant stakeholders on pending legislation and its potential impact.
- Develops and implements the strategic goals and objectives of the organization.
Human Resource Management
- Hires, trains, supervises, evaluates, disciplines and terminates staff or delegates responsibilities for these functions to staff.
- Maintains the professionalism, productivity and morale of the staff.
- Plans, organizes, and directs the work of staff.
- Provides guidance, counsel, support, and direction to staff in identifying and achieving stated objectives.
- Effectively manages the human resources of the organization according to authorized personnel policies and procedures that fully conform to current laws and regulations.
- Develops and maintains a high-quality human resource system dealing with compensation, benefits, employee wellbeing and support.
- Knowledgeable of, and ensure compliance with, relevant labor legislation.
- Establishes and maintains a performance review system.
- Mentors and develops staff, and delegates authority and responsibility to staff as appropriate.
Ensures the Financial Management of the organization
- Monitors objectives and prepares evaluation reports.
- Recommends yearly budget for Board approval and prudently manages organization’s resources within those budget guidelines according to current laws and regulations.
- Develops an annual budget reflecting expected revenues and expenditures of the SFNNC, submits to the Board for approval, and monitors adherence to the budget by the SFNNC.
- Defines and recommends operating and financial objectives, develops plans with budget requirements, and submits them to the Board for approval.
- Establishes continuing strong working relationships with local government departments and funding institutions, to ensure appropriate funding and level of service.
- Directs operations to achieve budget goals to sustain SFNNC.
- Oversees fundraising planning and implementation, including identifying resource requirements, researching funding sources, establishing strategies to approach funding bodies, submitting proposals, and administrating fundraising records and documentation.
- Maintains all necessary financial records as required by law and/or by funding bodies.
- Ensures that all funds, physical assets, and other property are appropriately safeguarded and administered, including the facilities.
Promotes and maintains positive Community Relations
- Maintains effective relationships with government, and other public and private agencies committed to improving the quality of life for First Nations children and families.
- Acts as primary contact and liaison in all public communications and provides effective coordination with other organizations.
- Gives proper consideration to complaints and suggestions.
- Consistently presents the southern First Nations communities, the southern FN CFS agencies, and the SFNNC, in a strong, positive image to relevant stakeholders.
- Keeps the southern First Nations communities, the CFS agencies, and the public informed of the affairs of the SFNNC and encourages their participation.
- Strives to maintain sound relationships between staff and communities.
- Approves information and public relations materials prior to release to media or the public.
Manages the day-to-day Operations
- Ensures prudent use of due diligence and due process in all endeavors.
- Negotiates and signs leases.
- Develops and maintains a records management system.
- Maintains appropriate contacts and develops necessary relations with government departments, First Nations and other organizations which have influence on the attainment of the SFNNC objectives.
- Coordinates and oversees services provided by consultants hired.
- Ensures that the organizational structures at all levels are the most efficient and plans for changes in the organization structure as required to adjust for future development; secures Board approval when major restructuring is required.
- Administrates all aspects of the daily operations of the SFNNC.
- Adheres to applicable laws governing the organization.
- Plans and directs the organization’s activities to achieve stated / agreed targets and standards for financial performance, quality, cultural appropriateness, and legislative adherence.
- Maintains an information management system.
Maintains personal professional standards
- Responsible for personal conduct in accordance with appropriate professional, ethical, legal, and moral standards.
- Stays updated on professional development trends in the field of Aboriginal child and family services.
SUPERVISORY RESPONSIBILITIES
The CEO is responsible for the overall direction, coordination, and evaluation of all units. The CEO carries out supervisory responsibilities in accordance with the SFNNC’s policies and applicable laws.
Education & Experience:
- MSW (A related post-secondary degree, with an equivalent combination of education and experience may be considered).
- Knowledge of, and ability to apply, Indigenous approaches to the development of policies, programs, and services for children, families, and communities.
- Demonstrated ability to use independent judgment and handle confidential matters discreetly.
- Familiarity with Improvement Process Method and the application of basic statistical analysis tools.
- Working knowledge of application and utilization of personal computers and graphing techniques.
- Experience in child welfare service delivery, front line and managerial.
- Ability to work effectively in a culturally diverse work group.
- Must have demonstrated understanding of Indigenous culture and traditions.
- Excellent written and oral communication skills.
- Extensive senior management experience in First Nations CFS, with demonstrated experience in policy and program development.
- Demonstrated interpersonal skills plus an ability to work well in team setting.
- Training and experience in both team and facilitation skills preferred.
