Job Description
Job Summary
Under the general direction and supervision of the Manager, Inuit Qaujisarvingat, the Research Coordinator will assist in the co-ordination, design, development, implementation, and monitoring of ITK’s work in protecting and advancing the rights and interests of Inuit in Canada. This position will act as a liaison between the government departments, academics and Inuit organizations on research and policies related to the responsible areas, and also will serve to assist in the internal coordination necessary for ITK’s research department, Inuit Qaujisarvingat.
Key Accountabilities Planning And Coordination
  • Assist in the development of strategic, operational and project plans; and,
  • Identify and pursue issues and funding opportunities pertaining to Inuit self-determination in research for managerial consideration;
  • Participate in policy and project working groups;
  • Coordinate and facilitate work with external contractors;
  • Coordinate and facilitate national working group and committees, including meetings and events;
  • Manage projects to ensure completion of all activities as identified in the work plan.
  • Coordinate and facilitate partnerships with stakeholders;
  • Prepare work plans for specific areas of responsibility assigned by the Manager;
  • Coordinate ITK-wide and department-specific research initiatives as required.
  • Assist in the development of budgets and prepare funding proposals, as required;
RESEARCH
  • Attend research conferences and symposiums as required;
  • Assist ITK project staff with their research needs, as required;
  • Assist with the identification and prioritization of key research issues related to policy on assigned or potential projects;
  • Conduct internal and external consultation with Inuit organizations on key research files as required;
  • Conduct research on priority topics, as required;
POLICY
  • Identify need for board level policy;
  • Design and conduct regional consultations and research projects, as required; and,
  • Formulate policy options and recommendations;
  • Participate in the review and formulation of legislation, as required.
  • Monitor and analyse developing external trends, policies, programs and issues with actual or potential impact on Inuit self-determination in research;
COMMUNICATION
  • Coordinate with other ITK departments to prepare any media relations and promotion activities; and,
  • Draft, edit and produce reports, studies, position papers, policy statements and other documents;
  • Report as required to the Manager.
ADMINISTRATIVE
  • Establish and maintain policy and research records and systems, including internal and external requests, as required.
REPRESENTATION AND RELATIONSHIPS
  • Represent ITK in meetings and conferences or on committees and working groups as assigned by the Manager. This will include task forces or working groups struck from time to time.
  • Must be able to work both independently and co-operatively with a variety of individuals and groups, including government and land claim organizations;
  • Must be able to foster strong working relationships with relevant Federal and Provincial/Territorial Government departments and regional Inuit organizations.
Performs other duties as assigned.
Qualifications Knowledge And Skills
  • Self-motivated and directed;
  • Good organizational and analytical skills;
  • Ability to work co-operatively with a variety of individuals and groups;
  • Sensitive to local, political and cultural aspirations;
  • Computer skills in Microsoft Office (Word, PowerPoint, Excel and Access), Internet e-mail; and,
  • Effective communication skills (oral and written),
  • Ability to analyze and interpret policy, legislation and regulation;
  • Must have excellent oral and written communicationskills (primarily in English; Inuktitut and/or French an asset);
EXPERIENCE
  • Program development and evaluation; and,
  • Consultation protocol
  • Financial/budget management experience; and,
  • Knowledge and understanding of Canadian Inuit culture and language issues, including working knowledge of Inuit land claims agreements, governance structures, and Inuit priorities related to research;
  • General research and policy development experience
  • Policy review and analysis;
EDUCATION
  • Minimum of two years of policy/project management experience; or
  • A degree or diploma in a relevant discipline, combined with one year of policy/project management/research coordination experience.
