Job Description

Vancouver Coastal Health is looking for a Project Manager I to join the Healthy Public Policy Unit Team. Apply today to join our team!


Reporting to the Manager of the Healthy Public Policy Unit (HPPU), the Project Manager is responsible for overseeing and supporting the planning, design and/or implementation of assigned Healthy Public Policy projects of moderate scope and complexity across the Vancouver Coastal Health (VCH). This includes project planning, project management, communications and contract management. The Project Manager will work alongside other staff in the HPPU to set up an Centre for Excellence in Healthy Public Policy (HPP), to maintain an HPP Portal for the team, and will support Sr. Policy Leads as needed in each community of care on a project-by-project basis.


The Project Manager will lead the implementation of projects, and some projects might be at the local level, while others will be regional. In this role, you will establish a Centre for Excellence in Healthy Public Policy and focus on projects in the following areas women’s health, early childhood (childcare, poverty reduction), child and youth mental well-being, decolonizing practice, active transportation, healthy housing policy and climate change. We seek someone who understands public health concepts and community development and has a background in project management, public administration, or policy.


As a Project Manager I with Vancouver Coastal Health you will


  • Ensure that project deliverables are completed on time and on budget, as described in the project plan.
  • Lead and coordinate all aspects of assigned projects for designated programs/services within a Community of Care (CoC) and/or throughout Vancouver Coastal Health (VCH).
  • Liaise with consultants, vendors and other health care entities and other external agencies to negotiate contracts for the provision of goods and services.
  • Provide leadership, guidance and support to designated project staff. Projects may involve process improvement and work redesign, productivity review/staff deployment and the provision of strategic information to support those processes. Findings and recommendations have a direct financial and staff resources impact.
  • Work with stakeholders at all levels and inspires others to achieve goals and deliverables through facilitation, effective communication of corporate visions, and ensuring the culture is one in which individual competencies can thrive.
  • Communicate with all levels of staff and management within the CoC and/or across VCH to facilitate consensus, consult, negotiate and share information.


Education & Experience


  • Five (5) to seven (7) year's recent, related experience in project management and facilitating and managing consultation processes with a wide range of stakeholder groups.
  • Current registration with relevant professional College/Association, if applicable.
  • Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate with the physician community.
  • Bachelor’s Degree in Health Services Administration, Business Administration or relevant health care discipline.
  • Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.


Knowledge & Abilities


  • Utilizes initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion.
  • Physical ability to perform the duties of the position.
  • Displays comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills.
  • Maintains a broad knowledge of patient care delivery systems in primary, acute and community settings.
  • Utilizes effective facilitation, persuasion and negotiation abilities to achieve consensus, resolve conflict and achieve desired outcomes.
  • Effectively monitors budgets and executes project plans with stringent timelines.
  • Works effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
  • Maintains a thorough understanding of available resources for projects and applicable stakeholder groups, provides feedback and detailed analysis on project processes and makes recommendations as required.


As per the current Public Health Orders (Long Term Care/Seniors Assisted Living Provincial Health Officer Order and the Health Sector Order), as of October 26, 2021, all employees working for Vancouver Coastal Health must be fully vaccinated for COVID-19.
