The Office of the Chief Information Officer (OCIO) leads strategy, policy and standards for telecommunications, information technology, IT security and the management of the IM/IT investment portfolio for the Province. The OCIO is accountable for the operation of a broad government technology infrastructure as a key enabler in support of business transformation for Government, Broader Public Sector organizations and through participation inter-jurisdictionally on initiatives to evolve technology and business.

The Digital Investment Office (DIO), on behalf of the Deputy Ministers' Committee on Digital and Data (DMCDD) and the Government Chief Information Officer (GCIO), has the responsibility for all government's IM/IT capital investments. The Digital Investment Office (the "branch") is a small, specialized group that advises the Government Chief Information Officer, Chief Digital Officer and Deputy Ministers' Committee on Digital and Data on setting the Province's digital strategy and making sound investments in digital products and services across government.

Job Overview

To provide Information Management/Information Technology (IM/IT) capital budget and accounting advisory services for government's $110 M IM/IT capital portfolio managed by the Digital Investment Office in the Office of the Chief Information Officer. This includes reviewing and processing Ministry journal vouchers for costs recovered against the $110 M capital envelope; and conducting proactive reporting and analysis of financial information and integrating the reporting of results for all IM/IT capital projects.

Job Requirements

Education & Experience:

• Completion of a Business Administration Diploma or Degree with an accounting option and two or more years' related experience;OR
• Completion of post-secondary studies that include financial or accounting courses and three or more years' related experience.
• Experience developing financial statements and reports.
• Experience in conducting financial forecasts and analysis and in supporting budget evaluation processes.
• Completion of Level 2 or higher of the Province of British Columbia Financial Management Certificate Program and two or more years' related experience;OR
• Completion of Level 2 or higher of the Chartered Professional Accountant program (CPA) or legacy (CA, CGA, CMA) program and two or more years' related experience;OR
• Completion of a Diploma or Degree in the field of Financial Management or Accounting and two or more years' related experience;OR
• Experience analyzing financial and accounting statements and recommending reallocations.
