Job Description
POSITION PURPOSE
This position is responsible for developing, implementing, and delivering the Fleet Safety and Training Programs, and for ensuring that corporate fleet vehicles and equipment operators are in compliance with all safety and training under Federal, Provincial and local by-laws, standards and regulations and Regional Policies.



MAJOR RESPONSIBILITIES


  • Oversees vendor compliance within the unit.  
  • Prepares data and reports as required.  
  • Facilitates virtual and practical training. Develops, revises and updates training guidelines and materials for drivers, and modifies/improves programs and service delivery.
  • Provides oversight of the snowplow training simulator, including the development of programs, maintenance of equipment and scheduling class time for the contractors.
  • Provides oversight and guidance of Corporate Fleet training and mentorship programs.
  • Research technology, legislated training requirements and individual and group training plans.
  • In collaboration with management, determines the training requirements needed for drivers and specialized equipment operation through data collection and analysis and the tracking of collision or incident trends. 
  • Performs other duties as assigned, in accordance with Branch and Department objectives.
  • Provides post incident remedial training to support staff development and safety.
  • Conducts investigations of incidents/collisions, informs management of actions taken, and makes recommendations related to any serious or major collision/incident. 
  • Attends on site and represents the unit in discussions with emergency services staff, Ministry officials, contracted service representatives, etc; informs and submits report to management and to internal stakeholders for potential claims against the Region.
  • Responds to incidents/collisions investigations, completes routine forms, photographs, records, and reports, as required.
  • Participates in projects related to driver safety and training, as well as conducts driving evaluations to support the hiring process.
  • Develops and maintains an oversight program ensure training and standards are maintained at operational facilities and districts.
  • Conducts and/or participates in needs assessment, planning, implementation and evaluation of programs and services.
  • Supports management in special projects and initiatives as required.



QUALIFICATIONS


  • Knowledge of applicable Legislation, Acts and Standards.  
  • Must be able to obtain Ministry of Transportation Signing Authority and Airbrake Instructor certifications within 6 months of hire.
  • Valid Ontario Class “D” driver's license with “Z” endorsement and free of any serious offices under the Highway Traffic Act.    
  • Satisfactory Police Criminal Background Check.
  • Minimum three (3) years experience with the development, implementation, and delivery of driver training.
  • Must be a qualified instructor under the Professional Instructor in Driver Education (PRIDE), the Infrastructure Health and Safety Association (IHSA) Fleet Driver Trainer Program or the Ontario Safety League.  
  • Successful completion of a College Diploma in Adult Education, Health and Safety or related field or approved combination of education and experience.
