ABOUT WORKERS COMPENSATION BOARD OF MANITOBA

Founded in 1916 with the passing of The Workers Compensation Act, the Workers Compensation Board of Manitoba (WCB) is a mutual workplace injury and disability statutory corporation funded by employer premiums. WCB exists to insure and support safe and healthy work and workplaces. The present-day workers compensation system is based on several key principles:

  • Immunity of employers and workers from civil suits
  • Compensation for injured workers and their dependents, regardless of fault
  • Timely and safe return to health and work
  • Income replacement benefits based upon loss of earning capacity
  • Prevention of workplace injuries and diseases
  • Independent administration by an arm’s length agency of government
  • Collective liability of employers for workplace injuries and diseases


WCB has established four strategic priorities:

ABOUT THE MANAGER, STRATEGY SERVICES

As a new position, the Manager, Strategy Services will be responsible for building the strategic framework and associated services to lead WCB's overall corporate strategy, planning activities, and transition to operational plans. They will work closely with the executive team, but also build relationships across the organization, assisting in the creation of a strong alignment to WCB’s strategic priorities at all levels of the company. The Manager, Strategy Services will advise on a wide range of strategic issues and is proactive in identifying and mitigating risks to WCB’s success in meeting its strategic plans.


The Manager, Strategy Services will review how WCB can improve their practices and help implement goals to best optimize its business strategy. They will work to identify trends and gather data to support their findings and turn them into implementable action plans to improve WCB operations and programs.

KEY ACCOUNTABILITIES

  • Establishes strategy metrics that will provide an early warning that the business objectives may not be met. Reports and escalates concerns as required.
  • Responsible for working with all levels of leadership to enable a transition from strategic planning to execution by establishing clear accountabilities for strategy execution, and aligning divisional and departmental goals, processes, and resource allocation.
  • Leads the Executive Management team through the annual strategic planning process and updates the strategic framework.
  • Create strategies to position the organization 7 to 10 years in the future by anticipating and acting on these trends
  • Acts as a resource and coach to strategy and planning discussions across the organization.
  • Overall responsibility for the design, development and maintenance of an over-arching strategy methodology framework that will be used to support WCB's senior executives in implementing the organization's future vision and agenda.
  • Develop and monitor strategic and operational indicators related to the financial and operational goals and objectives of the finance and administration division.
  • Working closely with the executive team, develop organization-wide policies and procedures and ensure data, information and analysis are brought forward to inform the development of strategic plans and policies.
  • Proactively identifies any areas of risk that could impact the successful execution of corporate commitments and supports the business to resolve or mitigate issues and risks.
  • Develops and maintains communications with all levels of management to build internal partnerships that assist the organization in meeting the strategic objectives and achieving the vision.
  • Assists management in defining, owning, and executing their strategic and operational priorities.
  • Oversees budgetary concerns, and operations, and directs the prioritization of work within the Strategic Services department.
  • Establish a system and process to identify the current and future strategic needs of the WCB as well as external trends that may impact revenues and expenditures, assets and liabilities.
  • Owns and maintains the strategic framework, identifies and tracks all strategic initiatives, managed objectives and key results, and measures them against the KPI indicators and reports on progress.
  • Reports and escalates concerns as required.


EDUCATION, EXPEREINCE & COMPETENCY REQUIREMENTS

The Manager, Strategy Services is responsible for ensuring the long-term strategic planning of the WCB and requires strong leadership skills and the ability to build strategic methodology frameworks, develop and implement strategic plans, measure success against KPIs, research, create strategy maps, and have strong presentation skills. Candidates must meet the following education and experience requirements:

  • Be a proven strategic change leader with a post-secondary degree in business, public administration, or related area, MBA preferred
  • Experience working in a consulting environment will be considered an asset
  • Experience creating strong teams
  • Superior written and verbal communication skills including the ability to develop and deliver presentations to senior executives and Board members
  • Ability to convey complex information in a concise and straightforward manner
  • Ability to promote and lead organizational change
  • Superior analytical and problem-solving skills to develop creative approaches and/or solutions for resolving complex problems
  • Ability to work under pressure and manage multiple demands and projects across organizational divisions
  • Minimum five (5) years of progressive experience in program management, project management, or strategic planning and execution of complex projects
  • Minimum two (2) years of experience leading strategic development at an executive level
  • Demonstrated skills in building effective business partner relationships
  • Strong research and analysis skills combined with risk analysis and reporting
  • Experience with balanced scorecards and developing strategy maps
  • Outstanding data analysis, process improvement and strategic thinking skills
