Location: Surrey Administration Office
Position Status: Full-time, 37.5 hours per week
Reports to: Chief Executive Officer
Supervision of: People & Culture (HR) Advisors
Phoenix Society has an exciting opportunity for an experienced and innovative HR professional to join our senior leadership team and strengthen our people and culture practices. Our ideal candidate has a proven background in employee relations and labour relations, the ability to motivate, inspire and engage as a leader, a client service focus, and an HR generalist background with broad knowledge of key HR areas and related processes and practices.
Organizational Status
Phoenix Society is a multi-service agency located in the Lower Mainland of British Columbia dedicated to providing accessible services and opportunities to people who face barriers related to addiction, mental health, housing, education, criminal justice involvement and/or employment. [
Job Summary
As a key member of the senior management team, the Director, Human Resources at Phoenix Society is responsible for ensuring strategic, effective and legally compliant human resources practices and policies throughout the Society. The position oversees all people and culture functions, including employee and labour relations; recruitment and selection; training and development; attendance management; compensation and benefits; performance management; occupational health and safety; and regulation compliance. The Director’s work will foster an engaged and thriving workforce and workplace founded on the values on social justice, collaborative relationships, social innovation and strength-based practices.
Key Accountabilities
Strategic Leadership
Develop and implement effective organization-wide human resources initiatives, policies, and processes
Lead a strategic and proactive People & Culture team by ensuring knowledge of Phoenix Society’s overall mandate, goals and challenges, and working with operations to anticipate issues, determine and evaluate options, and decide on courses of action.
Provide leadership and strategic advice with respect to organizational design and change management.
Act as a direct resource to the senior management team in the areas of recruitment, training, compensation and benefits, performance management, and occupational health and safety
Complete independent projects to design and implement enhanced people and culture processes and services.
Provide leadership to all Phoenix Society employees in building a respectful workplace.
Promote equity, diversity and inclusion in all initiatives and programs.
Employee & Labour Relations
Foster and maintain a safe and respectful work environment for staff by supporting training, complaint and resolution processes in accordance with the Phoenix Society policies.
Support managers to monitor employees’ time and attendance, and manage attendance issues including absenteeism, overtime, flextime, leave requests, vacations, etc.
Provide internal advice, representing the Society externally, on some of the organization’s most complex and sensitive matters in the areas of labour relations, human rights, accommodation, workplace investigations, settlement negotiations, employee privacy, disability management, and return-to-work
Provide advice and guidance to the senior management team pertaining to the interpretation and administration of various policies, procedures and employee agreements.
Represent the Society in labour/management meetings as required
Recruitment & Selection
Provide direction to the senior management team on the recruitment, selection and onboarding processes for new employees, and support the selection of qualified candidates through fair and legal hiring processes
Promote equity, diversity and inclusion in the workforce by removing barriers to employment
Training & Development
Create processes to ensure employees are appropriately trained in organizational policies and procedures
Support the onboarding of new employees by establishing orientation and training programs
Oversee the development of diverse and creative professional development opportunities that support the employees’ knowledge, skills and competencies
Compensation & Benefits
Provide direction on total compensation strategies and practices to position the Society competitively in the labour market.
Work collaboratively with the senior leadership team to review compensation and benefit programs
Ensure proper policies, procedures and systems are in place to accurately deliver pay and benefits
Oversee compensation review and role evaluation processes as required
Performance Management
Develop and implement performance management processes and systems that reflect organizational goals and objectives
Provide resources and support to the senior management team in the application of performance management processes
Support and advise on employee misconduct, complaints, grievances and disputes, and related processes including progressive discipline,
Occupational Health & Safety
Develop and implement occupational health and safety policies and procedures
Oversee WorkSafeBC reporting and claims management
Assist in developing safety training, metrics and health and safety plans
Operations & Administration
Oversee the day-to-day operations of the people and culture function of the Society.
Oversee the maintenance of the human resource information system and employee database
Ensure digital and hard-copy employee records are current, accurate, complete and secure
Maintain key metrics and provide reports and statistics to the CEO, as required
Develop and modify human resources policies and procedures as required, and advise management in implementing the changes and advising employees
Ensure legal compliance with relevant provincial and federal legislation, including WorkSafeBC regulations
Qualifications
Bachelor’s degree in human resources, business, communications, etc.
Certified Human Resources Professional (CHRP) designation preferred
5 to 7 years of experience in human resources, including expertise in employee relations, labour relations and change management. Experience in a non-profit setting is an asset
Satisfactory completion of a vulnerable sector criminal records check is required
Skills & Knowledge
Excellent knowledge of HR industry trends, relevant legislation (Human Rights Code, Labour Relations Code, Employment Standards Act, WorkSafeBC, etc.) and compliance requirements
Demonstrated experience managing culture change projects and guiding teams through strategic and operational change initiatives
High level of integrity and dependability with a strong sense of urgency and results-orientation
Strong problem solving, analytical, and creative skills with the ability to exercise sound judgement and make decisions based on accurate and timely analyses
Strong skills in examining, developing, and recommending financial, HR, and technology policies and procedures
Strong interpersonal skills and ability to communicate effectively in writing and verbally in English
Strong skills in Windows, Microsoft Word, Excel, and database management systems
